We are now seeking a Department Head for Parks and Streets within the Community Development operational area. The Community Development operational area works to develop and shape a sustainable and attractive community for residents and businesses. Through work in community planning, environmental and climate initiatives, building permits, and technical infrastructure, the operation contributes to well-functioning daily life and long-term development of the municipality. Different competencies collaborate here to create safe, sustainable, and vibrant environments, with focus on both today's needs and tomorrow's opportunities. The Parks and Streets Department is one of three departments within the Community Development operational area. The department is responsible for operations, maintenance, and upkeep of the municipality's public spaces, including streets, pedestrian and cycling paths, parks, green areas, playgrounds, and recreation areas in the municipality's eleven town centers. It also oversees operations and maintenance of the municipality's own railway facility. In addition, the department handles matters related to public space permits, excavation permits, parking permits, traffic regulations, traffic safety issues, and public transportation matters. The assignment also includes parking regulation and parking enforcement. The department also performs construction work, such as new construction and renovation of streets, green areas, water and sewage lines, and the municipality's railway facility. The department also includes project management, design, and work with procurement and contract management. As part of the community development process, the department contributes expertise and support in projects from the idea stage to completion. Job Description In this role, you have overall responsibility for leading, developing, and following up on operations within the Parks and Streets Department, based on politically established goals, applicable regulations, and governing documents. You report to the Operations Manager for Community Development and are part of the operational area's management group, where you actively contribute to strategic development. Collaboration with other operations within the municipality is a central part of the assignment. You are responsible for planning and monitoring the operations and investment budget and for implementing municipal development projects, such as construction of infrastructure including streets, water and sewage lines, and parks. The assignment involves contributing both an operational and strategic perspective in all stages of the community development process. Work is conducted in close collaboration with colleagues within the community development field and in broad dialogue with other parts of the municipality's organization. You represent the operation in contacts with politicians, residents, media, external authorities, contractors, and consultants. As department head, you have overall responsibility for operations, finances, and personnel. The department consists of just over 50 employees, and you have direct personnel responsibility for four unit managers and nine employees. Qualifications To succeed in this role, we see that you have: a university degree in a relevant field, or alternatively other education or work experience that the employer deems equivalent. several years of leadership experience with personnel and budget responsibility. It is a merit if you have experience leading other managers. a good understanding of decision-making processes and work in politically governed organizations. Experience in procurement, contracting, and operations organizations is a merit. We will place great emphasis on personal suitability. You express yourself well in Swedish in both speech and writing. The position requires a category B driver's license.
