Responsibility: Budget, personnel, and operational responsibility for a department with approximately 15 employees. Start date: By agreement. About the Sámi ParliamentThe Sámi Parliament is an elected Sámi parliament and a government agency established in 1993. The mission is to promote and develop a living Sámi culture, participate in community planning, and ensure that Sámi needs are considered. The agency has offices in Kiruna, Östersund, Jokkmokk, and Tärnaby and employs approximately 70 people. About the RoleAs Department Head for Finance and Operations Support, you will have a central role in the Sámi Parliament's leadership and development. You are responsible for the agency's financial management, internal services, IT/IS, and operational development in these areas. You work closely with the Head of Chancellery, the board, and committees, contributing to stability, quality, and progress in the agency's support processes. The department includes finance, HR, communication, legal affairs, administration, internal services, and IT/IS. The role involves budget and personnel responsibility for approximately 15 employees. Key Responsibilities • Lead, develop, and monitor the department's work in finance, administration, internal services, and IT/IS • Manage budget planning, budget follow-up, financial statements, and annual reports • Ensure high quality in financial management, accounting, and internal support processes • Manage and participate in procurement and other development initiatives within the department's area of responsibility • Provide strategic and operational support to the Head of Chancellery, board, and committees • Create favorable conditions for employees through clear leadership, structure, and a development focus Requirements for the RoleTo be a candidate for this position, you need to meet the following requirements: • Academic degree in finance or economics • Extensive experience with budget and financial statement work • Experience with budget monitoring, annual reports, and accounting matters • Previous management experience • Experience from public administration • Strong ability to lead, develop, and inspire employees • Excellent communication skills and an analytical and strategic approach Merit PointsIt is advantageous if you also have: • Experience from a politically governed organization • Knowledge of Sámi language • Knowledge of Sámi culture and Sámi community life • Procurement experience • Knowledge of administrative law • Understanding of IT/IS development at a strategic level Personal CharacteristicsWe are looking for someone who is confident in their leadership and has the ability to create direction, clarity, and engagement.
