About the Sami ParliamentThe Sami Parliament is an elected Sami parliament and a state agency established in 1993. Its mission is to promote and develop a living Sami culture, participate in societal planning, and ensure that Sami needs are considered. The agency has offices in Kiruna, Östersund, Jokkmokk, and Tärnaby, with approximately 70 employees. About the RoleAs Department Head of Finance and Operations Support, you will have a central role in the Sami Parliament's leadership and development. You are responsible for the agency's financial management, internal services, IT/IS, and operational development in your area. You will work closely with the Chief of Staff, the board, and committees, contributing to stability, quality, and progress in the agency's support processes. The department covers finance, administration, internal services, and IT/IS. The role involves budget and personnel responsibility for approximately 15 employees. Primary Responsibilities • lead, develop, and monitor the department's work in finance, administration, internal services, and IT/IS • manage budgeting, budget monitoring, financial closing, and annual reports • ensure high quality in financial management, accounting, and internal support processes • oversee and contribute to procurements and other development initiatives within the department's area of responsibility • provide strategic and operational support to the Chief of Staff, board, and committees • create favorable conditions for employees through clear leadership, structure, and development focus Requirements for the RoleTo be considered for this position, you must meet the following requirements: • academic degree in finance or economics • extensive experience with budgeting and financial closing processes • experience with budget monitoring, annual reports, and accounting matters • previous management experience • experience from public sector administration • strong ability to lead, develop, and inspire employees • excellent communication skills and an analytical, strategic approach Meritorious QualificationsIt is advantageous if you also have: • experience from a politically governed organization • knowledge of the Sami language • knowledge of Sami culture and Sami society • procurement experience • knowledge of administrative law • understanding of IT/IS development at a strategic level Personal CharacteristicsWe are seeking someone who is confident in your leadership and has the ability to create direction, clarity, and engagement. You are stress-resistant, analytical, and development-oriented, with a strategic approach and the ability to translate goals and assignments into concrete actions.
