Härjedalens kommun is seeking a manager for the property department, also serving as CEO of the wholly owned municipal housing company Härjegårdar Fastighets AB. We are looking for an experienced and motivated leader with an interest in property and technical management who wants to lead and improve operations with a focus on sustainable long-term development. In this role, you will drive and develop the municipal property department as well as the municipal housing company, Härjegårdar. Härjegårdar has a public utility mission with the vision of offering a good living environment for Härjedalens residents as an established and reliable actor in the housing market. Responsibilities As manager of the property department, you report directly to the Municipal Manager and are part of the municipality's management team. You have overall responsibility for the department's budget, operations, personnel, and workplace environment matters. You serve as CEO of the wholly owned municipal company Härjegårdar Fastighets AB. This includes property owner responsibility for the portfolio within Härjedalens municipality and Härjegårdar Fastighets AB. This means primary responsibility for operation, maintenance, and development of our properties. The responsibility also includes the entire organization's facilities management activities. Your assignment includes ensuring planning, execution, and follow-up of all operations within the department. You continually initiate, implement, and evaluate measures that contribute to clear improvements and further development of the department's organization and quality. Additionally, your assignment includes reviewing and potentially coordinating other technical functions within Härjedalens municipality in a unified organization. Another important part is to promote your employees' engagement, motivation, and trust. Through close leadership, you actively prevent health issues and ensure a good work environment for everyone in the department. As a department manager in Härjedalens municipality, you are an excellent communicator, inspirator, and role model, both for your own operations and the municipality at large. You are expected to: - Lead and coordinate property, housing-related matters, energy, services, and technical system support both strategically and operatively - Have overall budget responsibility for these operations within decided frameworks and follow up on costs, investments, contractors, and deviations from budget - Be the municipality's unifying force in reviewing and potentially coordinating other technical operations and drive change initiatives with high implementation pace - Ensure that property strategy, service agreements, VITEC, maintenance plans, energy initiatives, and meeting procedures are implemented in practice - Create clear priorities, reasonable demands, and good feedback to operations and employees Qualifications We are looking for someone who has: - Academic education, preferably in property, construction, technology, civil engineering, or similar, or alternatively other post-secondary education in these areas with solid experience from a similar assignment - Experience as a manager and leader in a similar role - Experience with budget responsibility and financial management in a similar position - Experience with procurement, client role, and follow-up of contractors and external suppliers - Previous experience working in the property industry - Excellent Swedish language skills, both spoken and written - Class B driver's license We consider it advantageous if your experience comes from the public sector.
