Business Development, Analysis and Internal Collaboration
We are looking for a business development manager who wants to work closely with operations, IT, and management to ensure that the right initiatives have the right conditions from the start.
You will work with analyzing and evaluating incoming initiatives and project proposals from multiple perspectives: business impact, feasibility, economics, risks, dependencies, and strategic direction. This means you need to be able to understand project descriptions, business cases, and solution proposals, and be able to identify both strengths, weaknesses, and potential obstacles to compile into a decision-making document before decisions are made.
The role also involves close collaboration with project managers, product owners, business and IT architects, and other key functions to improve the quality of decision-making documents and create a clearer link between investments and planned results against the agency's overall goals.
We believe you are analytical, strategic, and have a strong ability to see connections and understand the big picture. You thrive in complex environments where you need to balance business value, economics, technology, and feasibility to create well-founded recommendations.
To succeed in this role, you need to have very strong collaboration skills. This requires that you can build trust, move dialogues forward, and handle different perspectives and interests in a constructive way.
You are confident in challenging assumptions and asking the right questions, while also having the ability to get people to come together around common goals and priorities.
We also believe you have experience from IT development projects and understand the challenges and dependencies that arise in larger change initiatives. You don't need to be a technical specialist, but you feel comfortable discussing solution proposals and feasibility.

We are looking for someone who has
- a university degree or experience and qualifications that can be tested as equivalent
- experience in fields such as economics, systems science, industrial economics, or other relevant areas
- experience in business development, portfolio management, strategic management, PMO, or similar roles
- experience working in or leading IT development projects and change initiatives
- good understanding of IT development, digital transformation, and how technology enables business transformation
- experience working with business cases, investment assessments, and benefit realization
- ability to analyze and understand complex decision-making documents, project descriptions, and solution proposals
- strong communication and teaching skills and experience collaborating with many different stakeholders
- experience working closely with management and decision-makers
- strong communication skills, both verbal and written
It is an advantage if you have
- experience in business development within a government agency

Other Information
1 position, permanent, full-time, with start date by agreement. A probationary period may apply. Some positions with us involve participation in security-sensitive operations. To be employed in such a position, you must pass a security vetting according to the Security Protection Act (2018:585).
