JOB RESPONSIBILITIES The Social Services Department is facing a comprehensive digital transition where requirements for accessibility, efficiency, and legal certainty are increasing. We are now seeking a business development manager with a focus on digitalization and welfare technology who wants to take a key role in this work. This is a new role in the organization, which means great opportunities to influence, shape working methods, and set direction for digitalization efforts going forward. With us, you will work both strategically and operationally, from shaping key decisions to implementing concrete improvements that make a real difference for both residents and employees in a socially important operation. As a business development manager, you lead and coordinate digitalization efforts within both the Employment and Welfare Administration and the Health and Care Administration. You are an important bridge between operations, technology, and management, and contribute to translating needs into user-friendly, efficient, and legally secure digital solutions. Since this role is new, you are expected to take an active role in developing structures, working methods, and priorities within the digitalization area. You dare to challenge existing working methods and drive development that creates real value. Your main responsibilities: • Drive development initiatives from need and planning through implementation and follow-up in collaboration with employees in the administrations • Map and analyze the operations' needs through workshops, interviews, and process analyses • Ensure that digital solutions strengthen operational goals, cost-effectiveness, legal certainty, and quality for the individual • Monitor external developments You work with development within both the Health and Care Administration and the Employment and Welfare Administration, but the position is placed within the Employment and Welfare Administration where you are part of the administration's management team. You collaborate closely with managers, employees, and system administrators, as well as with the municipality's central development and digitalization unit, information security coordinator, and the municipal IT company Unikom. QUALIFICATIONS We are looking for someone with post-secondary education in IT, digitalization, or other education/experience that the employer deems equivalent. You should also have good knowledge of digitalization's opportunities and challenges in welfare operations, as well as a strong ability to communicate with both technical and operations-focused stakeholders. Experience leading projects, facilitating workshops, training courses, or development groups within the public sector is a merit. Similarly, if you have experience and knowledge of social services' mandate and regulations, as well as broad knowledge of confidentiality and information security. Furthermore, we see that you are driven, structured, and solution-oriented, with the ability to take initiative and drive matters forward. You have analytical thinking and pedagogical skills that enable you to explain complex relationships in a clear and engaging way. You view digitalization as a means for operational benefit, improved working methods, and better results for the individual. In this role, you have many contacts internally and externally, and it is important that you are responsive. You have the ability to manage varying needs and conditions, as well as good collaboration skills and see collaboration as an important part of the work.
