The Swedish Council for Higher Education (UHR) is a government agency with a broad mission in the education sector. We provide support and information to everyone who wants to continue their studies at higher education institutions and coordinate admissions to universities and colleges. We are also responsible for the Swedish Scholastic Assessment Test, offer opportunities for international exchange, and assess foreign qualifications. UHR has approximately 300 employees in Stockholm and Visby. In recent years, the agency has been given a progressively expanded and more complex responsibility for large-scale test operations. The assignments include both the Swedish Scholastic Assessment Test and the newly established government assignment citizenship test. Both assignments involve activities that are vital to society, security-critical, and dependent on a high degree of coordination, security, and stability. To create long-term conditions for management, implementation capacity, and sustainable development, from January 1, 2027, we are consolidating the test-related assignments within a new shared organizational home – the Test Operations Division. The division will be responsible for leading, coordinating, and developing UHR's test operations, which encompasses the entire chain from test development and quality assurance to planning, implementation, and follow-up. What you will do and be responsible for As a business strategist, you will have a key role in driving and leading UHR's strategic development related to test operations. You will contribute to strengthening strategic capacity and establishing a cohesive and manageable operation while playing a central role in shaping the new division. You will work at the intersection of establishment and implementation, with a focus on sustainable structures, clear governance, and long-term value. You will provide strategic leadership for development and change initiatives in close collaboration with managers and other key stakeholders, both internally and externally. The assignment includes, for example: - Developing and breaking down strategy into concrete activities and impacts. - Leading and coordinating projects, assignments, and working groups with managers, specialists, and external parties. - Developing analyses, decision-making and planning materials related to, for example, capacity and volume planning, regulations and requirements. - Formulating responses to, for example, government assignments and contributing to preparing materials for management, steering groups, and other decision-making forums. - Responsibility for or participation in dialogue with clients, collaborating agencies, and other external stakeholders. - Driving and supporting operational development and change management. - Contributing to follow-up, forecasts, statistics, budget, and financing matters. Other tasks may also occur. About you You have: - An academic degree with a focus on social sciences or other relevant field for the position, or work experience that the employer considers equivalent. - At least 7 years of experience independently leading larger projects or operational activities in complex environments. - At least 7 years of experience independently leading, driving, and following up qualified strategic, analytical, and operational development work in public administration or another large organization. - At least 7 years of experience preparing decision-making, analysis, or planning materials for issues with multiple dependencies and stakeholders. - Experience coordinating multiple areas/projects and leading other coordinators/project managers. - Excellent knowledge of Swedish and English, both spoken and written. It is advantageous if you have: - Experience working in a politically governed organization and knowledge/experience of government governance processes. - Experience with government agency management and the Government Offices (Regeringskansliet). - Management experience or experience leading others without being a manager. - Experience working with education issues, test operations, or other regulated activities with high requirements for legal certainty, equity, and efficiency. - Experience leading work in an intensive development or change phase. - Knowledge/experience of program, project, and/or process management. - Knowledge/experience with PPS or similar project management tools. - Experience with digital development. To function well in the role of business strategist, you need to have a strong ability to: - Make tactical and strategic assessments and formulate strategies (analytical ability, strategic thinking, holistic perspective). - Convert complex information into clear and decision-supporting materials (analytical ability, strategic thinking, communicative/written ability). - Work independently, take own initiatives, and be confident in driving issues forward even when circumstances are unclear or changing (responsibility, initiative, creativity, flexibility). - Be attentive and unpretentious, while also being able to clearly articulate choices, consequences, and decision-making needs (responsibility, flexibility). - Communicate in a clear and target-group-adapted manner (communicative/written ability). - Collaborate and build trusting relationships (collaborative ability).
