As operations manager, you are part of the social services management group, led by the sector manager for social services. The management group includes, including the sector manager, eight engaged colleagues who together create a safe and unpretentious environment focused on collaboration, a holistic approach, and shared development.
Your Assignment
As operations manager, you are responsible for authority functions within children and family services, domestic violence, foster care, and open care services both with and without needs assessment. The target group for your assignment is children and youth 0–18 years (20). You lead 4 unit managers and have support from a planning manager.
The assignment involves ensuring lawful case handling as well as leading the development toward a more preventive and accessible social service. A central part is translating changes in legislation – particularly in confidentiality and information sharing – into concrete working methods that enable increased collaboration and early, preventive work.
You have a key role in steering social services as an active player in the municipality's collective work for children and youth's living conditions.
Your assignment includes the following areas of responsibility:
Overall responsibility for operations, finances, personnel, and working environment
Ensure lawful authority functions in accordance with the Social Services Act (SoL), the Act with Special Provisions on Care of Young People (LVU), and the Public Access to Information and Secrecy Act (OSL), as well as other relevant legislation.
Ensure correct application of confidentiality and information-sharing rules
Lead implementation of changes in legislation, including the new social services act
Develop open care and preventive measures with a focus on early, coordinated interventions
Drive and develop crime prevention work related to children and youth.
Initiate and lead cross-sectoral collaboration within the municipality, which includes, among other things, schools, community development, and culture and leisure activities
Develop and deepen collaboration with other societal stakeholders such as the regional health authority and police
Create structures that enable early and coordinated measures for children and youth
Ensure follow-up, quality, and regulatory compliance
Requirements for the Position
Legal studies at higher education/university level, as well as education in behavioral science or social work at higher education/university level, or other education that the employer deems relevant for the position
Several years of management experience in the public sector
Experience with authority functions for children and youth
Documented experience of qualified legal work in public operations
Extensive experience with development and change work in complex organizations
Documented experience with strategic collaboration, both between authorities and within the municipality and civil society
Strong ability to ensure lawfulness and quality in authority functions
To obtain employment, an extract from the Police Register of Offences must be submitted, and a background check and security interview must be conducted.
