Responsibilities:
ensure supervision of the municipal capital companies' operations and capital equity management;
analyze capital companies' budget drafts, annual reports, financial indicators, cash flow, investment plan execution, and other business performance results;
prepare opinions, proposals, and draft decisions for the municipal council and capital equity holders;
evaluate the fulfillment of objectives, tasks, and performance indicators set for capital companies and their boards;
participate in setting capital companies' strategic goals and evaluate medium-term operational strategies;
supervise the fulfillment of delegation and service provision contracts concluded with capital companies;
provide organizational and technical support for capital companies' shareholder meetings and board nomination committee work;
consult capital companies on capital equity management, shareholder meeting procedures, and regulatory application matters;
conduct scheduled, thematic, and extraordinary audits at capital companies and prepare audit result reports;
supervise the municipal investments, loans, guarantees, and implementation of EU-funded projects in capital companies;
ensure collection, publication, and preparation of reports related to capital companies' activities;
Requirements:
academic higher education or second-level professional higher education in economics, accounting, financial management, law, or management sciences;
preferred minimum three years of professional experience in a field related to the position's responsibilities;
knowledge of legislation governing commerce, accounting, finance, and capital company management;
preferred practical experience in analyzing financial reports and business performance indicators;
understanding of municipal and municipal capital company organization, functions, and management principles;
very good knowledge of Latvian language and ability to prepare business documents;
high sense of responsibility, accuracy, and analytical thinking;
initiative, ability to make independent decisions, and results-oriented approach;
ability to work under increased stress conditions and organize work according to set deadlines.
