Talsu novada pašvaldība (registration number 90009113532) announces an open competition for a position of Capital Companies Specialist at the Legal, Procurement and Capital Companies Supervision Department of Talsu novada pašvaldība Central Administration (profession code 2422 59) Duties: ensure supervision of municipal capital companies' operations and management of capital shares; analyze capital companies' budget drafts, annual reports, financial indicators, cash flows, investment plan implementation and other business performance results; prepare opinions, proposals, and draft decisions for municipal council and capital share holders; evaluate the fulfillment of goals, tasks and performance indicators set for capital companies and their boards; participate in setting strategic goals for capital companies and evaluate medium-term operational strategies; monitor the performance of delegation and service provision contracts concluded with capital companies; organize and provide technical support for capital companies' shareholder meetings and nomination commissions of board members; advise capital companies on capital share management, shareholder meetings and application of regulatory acts; conduct planned, thematic and extraordinary inspections at capital companies and prepare reports on inspection results; monitor municipal investments, loans, guarantees and implementation of European Union financed projects in capital companies; ensure collection, publication and preparation of reports on information related to capital companies' operations; Requirements: academic higher education or second level professional higher education in economics, accounting, financial management, law or management sciences; preferred at least three years of professional experience in a field related to the duties of the position; knowledge of regulatory acts governing commerce, accounting, finance and capital companies management; preferred practical experience in analyzing financial reports and business performance indicators; understanding of municipal and municipal capital companies' work organization, functions and management principles; very good knowledge of Latvian language and ability to prepare business documents; high sense of responsibility, precision and analytical thinking; initiative, ability to make independent decisions and results-oriented approach; ability to work under increased stress conditions, organize own work in accordance with set deadlines.
