is the largest provider of state long-term social care and social rehabilitation services in Latvia.
The Service Provision Department organizes and methodically directs the provision of social care, social rehabilitation, and healthcare services to VSAC "Zemgale" clients, monitors the quality of provided social services, conducts inspections of provided social services' compliance with statutory requirements, and coordinates safety-related measures for VSAC "Zemgale" across 8 branches.

SENIOR EXPERT IN HEALTHCARE (1 position for an indefinite term).

Requirements for candidates:
second or first level professional higher education in healthcare;
work experience in the social system or in a field related to social services, including healthcare;
knowledge of legislation on social services and social assistance, protection of disability rights;
ability to work in complex situations;
ability to assess facts, analyze data, predict and assess risks;
capacity to recognize and identify problems, understand their causes, and propose solutions;
excellent computer skills (MS Word, Excel, PowerPoint, etc. - intermediate level);
experience working in a municipal institution or state administration will be valued as an advantage;
understanding of state administration values and ethical principles;
state language proficiency: Latvian - highest level C.
Key responsibilities:
consult and methodically direct the work of the Center's branches on matters of social care and social rehabilitation service provision;
prepare drafts of regulations and methodological documents on social care and social rehabilitation issues;
conduct internal inspections and oversight of the Center's clients' social care and social rehabilitation services' compliance with statutory requirements, identify problems and potential risks, prepare inspection reports or service reports;
review submissions related to the quality of social care and social rehabilitation services and respect for client rights, prepare responses;
identify risks to quality assurance of social services, provide recommendations for risk prevention;
develop quality criteria for healthcare services;
coordinate healthcare processes in structural units;
implement self-inspection measures in the Center's structural units regarding the quality of provided healthcare services and compliance with statutory requirements, etc.;
conduct regular inspections in structural units.

office work with remote work options (up to 3 working days per week);
Salary (gross) from EUR 1350 - EUR 1817, depending on professional experience and competencies; during probation up to EUR 1375, depending on experience and professional skills in the social system or in a field related to social services in state administration or municipal institutions; after probation period average salary EUR 1475;
