State Railway Administration of the Republic of Latvia (Reg. No. 90000696177) invites applications for a SENIOR EXPERT position in the Department of International Affairs and Development Civil Service Position for an Indefinite Period Profession Code 2422 09 MAIN DUTIES OF THE POSITION Monitoring compliance with international railway passenger rights and obligations, reviewing passenger complaints and claims; Monitoring accessibility of international railway passenger transport services; Collecting, analyzing and preparing statistical reports on railway transport market monitoring data; Representing the Administration in working groups and meetings of European Union and other international institutions; Coordinating the development of Administration development planning documents and work plans; Drafting external and internal regulatory act projects, preparing legal opinions and improving the Administration's internal processes within the competence of the position; Ensuring procurement planning and procedures for the Administration. WE ARE LOOKING FOR The vacant civil service position is open to individuals who meet the mandatory requirements specified in Article 7 of the State Civil Service Law, as well as the following position requirements: Qualifications Second-level professional or academic higher education in law. Language Skills English language proficiency at least at B2 level in both spoken and written form to understand documents and communicate on matters within the position's competence. Professional or Practical Experience At least three years of professional work experience in legal work; Experience in drafting regulatory act projects or preparing legal opinions and applying administrative procedures; Desirable professional work experience in public administration; Desirable professional work experience in applying railway sector regulations. Competencies Candidates must possess at least the following competencies: Analytical thinking – ability to obtain, verify, compare and analyze information, identify significant factual and legal circumstances, draw legally justified conclusions and prepare substantiated proposals; Communication – ability to formulate opinions clearly, precisely and argumentatively in both spoken and written form, listen to and understand the views of others, and provide clear explanations on matters within the position's competence; Planning and organization – ability to independently plan work, set priorities, meet deadlines and ensure high-quality completion of multiple concurrent tasks; Collaboration – ability to work professionally with Administration employees, state administration institutions, railway market participants, European Union institutions and international organizations; Results orientation – purposefully directs task completion, assumes responsibility for work results and ensures quality and timely fulfillment of position duties; Independence and responsibility – ability to independently make legally justified decisions within the position's competence, assess the consequences of actions and take responsibility for decisions made and documents prepared. Candidates must be proficient in Administrative law and application of the Administrative Procedure Law; Drafting regulatory act projects; Application of European Union law; Regulatory acts governing public administration activities; Desirable knowledge of railway sector regulations, passenger rights issues and public procurement regulations; Proficient skills in working with Microsoft Office programs, particularly Microsoft Excel, in collecting, analyzing and processing statistical data. WE OFFER A candidate meeting the specified requirements and competencies will be appointed to the position with an initial monthly salary of EUR 1618 (before taxes). Following the probationary period and after a defined work period, the salary may be reviewed based on performance evaluation.
