Nature Protection Agency announces a competition for a leading expert civil servant position in service management matters in the Strategic Management and Legal Support Department, Strategic Management and Service Oversight Division, for an indefinite period (full-time).
WE EXPECT YOU TO HAVE:
• Compliance with the requirements of Article 7 of the State Civil Service Law;
• Higher education (preferably in policy science or environmental science);
• Knowledge of institutional planning, process management, and regulatory application;
• Analytical thinking ability;
• Precision in task execution, initiative, and responsibility for achieved results;
• Ability to work efficiently and independently;
• Good interpersonal, communication, and collaboration skills;
• Excellent Latvian language proficiency;
• Desirable foreign language knowledge (one of which is an official EU language) enabling the use of documents and literature in foreign languages in job duties;
• Desirable work experience in a state or local government institution.
MAIN JOB DUTIES:
• Organize the implementation of the Agency's service management policy in accordance with national and EU requirements, maintain and update the service catalog, portfolio, descriptions, and submission forms;
• Organize service quality assessment, including evaluation of the current state of service management, customer and partner satisfaction measurements;
• Implement a unified approach to service management, ensuring the improvement of service delivery processes and performance tracking;
• Coordinate service delivery in priority projects, compile information, and prepare reports;
• Implement service digitalization, including e-form development and deployment;
• Organize and conduct staff training on service management matters, ensure participation in service assessment and improvement;
• Organize the preparation of the Agency's annual work plan, as well as performance and quality indicators;
• Ensure monitoring of the Agency's strategic and work plan task execution;
• Participate in the development and updating of the Agency's operational strategy;
• Compile information and prepare responses on the fulfillment of tasks and cooperation with other institutions and foreign countries as defined in policy planning documents;
• Within your competence, prepare responses to submissions from institutions and individuals, as well as contracts and other documents;
• Provide professional advisory support to Agency employees.
