State Treasury (Reg. no. 90000597275) is a direct administration institution under the Ministry of Finance that implements state administration functions in the field of state financial management, organizing state budget execution and accounting, state debt and cash management, performs certification authority functions for European Union funds and foreign financial assistance, and provides accounting services to state budget institutions Accounting Services Department Accounting Services Department Operational Management and Analytics Division Expert We are building a new Operational Management and Analytics Division. Its mission is to provide unified and timely visibility of service delivery, deadlines, quality, workload, productivity, balances, and risks across accounting function boundaries. The division will not perform accounting; instead, it will use data, indicators, and analysis to help manage processes, prevent deviations in time, and support decisions about resources, standardization, and automation. We are looking for an experienced specialist/expert who will develop management methodology, lead complex problem analysis, and drive solutions across organizational boundaries. Main job duties: develop and improve the operational management model, defining critical process stages, control points, accountability and escalation procedures; lead the development of a unified KPI and SLA system, determining indicator definitions, calculation methodology, data sources and target values; lead analytical work sessions with accounting process owners, department managers and IT or data solution providers; formulate business and data requirements, participate in solution development and testing; analyze complex, cross-functional deviations and risks, identify root causes and develop evidence-based solutions; provide professional support to division specialists and ensure consistent application of methodology; provide recommendations for improving supervision, resource allocation, standardization and automation; collect, structure and analyze data from Horizon and other information sources. Requirements for candidates: higher education in economics (preferably in economics, accounting or finance programs) or management (preferably in business or management science programs) or information technology (hereinafter – IT), computer science, electronics, telecommunications, computer control, or computer science programs; at least five years of experience in data analysis, business control, financial analysis, audit, process management or similar field; understanding of financial or accounting process chains, control points, KPIs, SLAs, risks and deviation management; experience managing complex financial processes, control environments or operational performance; ability to independently develop methodology, justify solutions for management and achieve its implementation among multiple stakeholders; ability to process large volumes of data, verify data quality and formulate evidence-based conclusions; excellent Excel skills and experience with BI tools and convincing ability to analyze large volumes of data; desirable SQL knowledge and experience with data warehouses; accuracy, analytical thinking, initiative and ability to independently organize your work. We will consider as an advantage: experience in an international professional services firm, international company, shared service center or other large-scale business environment; experience in developing reports, analytical reports and management dashboards using Microsoft Power BI and Apache Superset.
