The Ministry of Health announces an open competition for a vacant civil service position – Senior Expert of the Sectoral Budget Planning Department (for a fixed term until October 3, 2029).
Position Purpose: To participate in preparing draft policy planning documents for healthcare financing, including drafts of documents regulating remuneration for healthcare sector employees and analysis of the execution of the health sector's state budget policy, and to assess financial performance indicators achieved within the framework of sectoral changes.
In your work, you will:
Develop draft healthcare financing policy planning documents and regulatory legal acts.
Participate in preparing drafts of documents regulating remuneration for healthcare sector employees.
Conduct analysis of healthcare financing principles and provide recommendations for their improvement.
Participate in assessing the functions, tasks, and operational optimization of ministry-subordinated institutions involved in providing medical services and evaluating their quality.
Analyze and assess financial performance indicators achieved within the framework of sectoral changes, preparing informational reports and reviews.
Develop and participate in the preparation and monitoring process of the health sector's state budget, in cooperation with ministry structural units and institutions subordinate to the ministry.
Within the scope of your competence, provide responses to submissions from natural and legal persons.
We expect from you:
Compliance with the requirements of Article 7 of the State Civil Service Law;
Higher education in economics or management sciences;
Work experience in state administration in state budget planning, financing, and financial analysis matters for at least 3 years (please indicate in your CV work experience that confirms this);
Experience in developing regulatory and planning documents;
Knowledge of regulatory acts governing health policy;
Knowledge of state budget planning and preparation of regulatory legal act drafts;
English language skills at B1 level, enabling communication and use of documents and literature in performing job duties;
Digital literacy, including ability to apply digital technologies and tools;
Excellent communication, collaboration, and negotiation skills, ability to build positive interactions, accuracy, and sense of responsibility;
Ability to work under high work intensity conditions and independently plan your work.
