MINISTRY OF DEFENCE Announces an open competition for a civil service position Senior Expert on Financial Issues, Defence Capability Projects Management Department We invite you to join our team, which ensures the implementation of military capability projects critical to state defence, such as air defence, indirect fire support, and strengthening the eastern border. Key job duties: • Ensure planning of financial resources for projects under the department's responsibility and maintain records of actual expenditure in accordance with available funding; • Ensure preparation of financial estimates for projects under the department's responsibility; • Prepare financial resource requests, ensuring their availability, and submit necessary changes to financial plans; • Ensure financial compliance – reconcile project contract invoices and verify payments, as well as control necessary financial documentation; For a fuller understanding of military capability development projects, we recommend familiarizing yourself with the information published on the Ministry of Defence website www.mod.gov.lv, in the section "Military Capability Development". Requirements for candidates: • Compliance with the requirements of Article 9 of the "State Secrets" Law to obtain special permission for access to state secrets; • Compliance with the requirements of Article 7 of the State Civil Service Law; • Academic or second-level professional higher education in the field of finance; • Professional knowledge and experience in data compilation and analysis related to budget planning and execution documents; • Experience in preparing financial and analytical documents; • Professional work experience, including preparation and processing of large volumes of various types of information; • Good computer skills, excellent skills in working with MS Excel; • Ability to analytically evaluate processes and their results; • Good knowledge of English language (knowledge will be tested in the form of a test), as it is necessary for the preparation of materials and documents in English; • Interest in the field of state defence and National Security Concept tasks; • Sense of responsibility and precision, ability to clearly and reasonably express your opinion, ability to work in a team. To perform the duties of this position, the civil servant must use an independently arranged national electronic identification solution, i.e. eSignature eID.
