Ministry of Education and Science (reg. No. 90000022399) repeats an open competition for the position of Senior Expert of the International Cooperation Department State Civil Service Officer (for an indefinite period) Position Purpose: Coordinate cooperation with European Union (EU) institutions and the Organisation for Economic Co-operation and Development (OECD) in the ministry's areas of competence, ensuring the adoption of EU legislation, developing national positions on education policy issues, promoting cooperation with the European University Foundation, and ensuring the circulation and evaluation of information related to this cooperation. Main Position Responsibilities: Participate in representing Latvia's interests in the EU, including coordinating the circulation of information related to EU matters between the ministry's structural units and subordinate institutions. Understand the competence of EU institutions, decision-making and implementation mechanisms, as well as the principles and procedures for representing, coordinating, and harmonizing the interests of member states, and provide advisory support to the ministry's structural units and subordinate institutions. Develop and coordinate draft national positions and instructions on issues to be discussed in the EU Council in the field of education in accordance with the department's competence, ensuring consultations with social partners and other involved parties. Maintain an updated list of EU issue coordinators in the ministry's structural units and subordinate institutions, organize meetings of EU issue coordinators at least twice a year, as well as coordinate the consideration of documents received in the State Information System for working with EU documents (ESVIS), ensuring the involvement of responsible structural units and timely, coordinated preparation of the ministry's position. Requirements for Candidates: Compliance with the requirements of Article 7 of the State Civil Service Law. Higher academic or second-level professional higher education, preferably in law. Work experience in a state administration institution in the relevant field (education, policy planning, international cooperation, development of national positions, or other relevant field) of at least three years. Desirable experience working with European Union and/or Organisation for Economic Co-operation and Development (OECD) issues. Knowledge of EU institutions, their functions, basic principles of operation, and decision-making processes. Knowledge of international organizations, including the OECD, and their basic principles of operation. Knowledge of EU legislation and its application. Understanding of the policy priorities within the ministry's competence at national and international levels. Knowledge of the state's foreign policy priorities and diplomatic protocol. English language knowledge at least at B2 level (justification of requirements – the position's duties include representing the ministry and providing opinions in various international formats, preparing materials and documents, and requesting documents and information in English from other countries). Desirable knowledge of another EU official language (preferably French) at a level that allows for communication, use of documents, and literature in the performance of job duties. Ability to set priorities, plan, organize, and control one's work. Communication and argumentation skills. The Ministry Offers: An opportunity to perform responsible, dynamic, and interesting work in a professional team in state administration; monthly salary from 1944 euro to 2161 euro (before tax); social guarantees and health insurance; work location in Riga, Vaļņu Street 2 (Old Riga). A description of the candidate's career and work experience (Curriculum Vitae), without indicating sensitive personal data. 3. Copies of documents confirming the candidate's higher education (for candidates who obtained education abroad, a document on academic recognition of education in Latvia must be attached).
