MINISTRY OF DEFENCE announces an open competition for a civil service position Senior Expert, Industrial Policy Division Defence Industry and Innovation Policy Department Join the team shaping Latvia's defence industry development policy! We are looking for a colleague who will analyze EU and NATO initiatives, develop proposals for Latvia's positions, and cooperate with state, industry, and international partners to promote Latvia's defence industry competitiveness. Main duties of the position: analyze EU, NATO, and other international organizations' initiatives in the field of defence industry, assessing their impact on Latvia's interests; establish and coordinate cooperation with state administration, defence industry, research, and international partners; coordinate the collection of defence sector and industry views and prepare proposals for Latvia's positions on EU and NATO initiatives; represent Latvia's interests and sector views in international working groups, forums, and organizations; implement initiatives established in the Defence Industry and Innovation Support Strategy 2025-2036 and promote the development of the national defence industry. Requirements for candidates: compliance with the requirements of Article 9 of the Law "On State Secrets"; compliance with the requirements of Article 7 of the State Civil Service Law; academic or professional higher education level, preferably in international relations, policy science, or economics; experience in preparing documents and draft regulatory acts; understanding of state administration processes and EU and/or NATO institutional, decision-making, or policy coordination processes; experience working with foreign institutions and international organizations; very good English language skills (knowledge will be tested), as duties include representing the ministry and providing views in various international formats, preparing materials and documents in English; we will additionally value knowledge of defence industry issues in Latvia, the EU, and NATO; excellent communication, cooperation, and stakeholder engagement skills; interest in the state defence sector and National Armed Forces development issues; ability to compile and analyze large volumes of information and drive issues to completion; ability to act and analyze information in non-standard situations. To perform the duties of this position, the civil servant must independently use a national electronic identification solution, i.e., eSignature eID.
