Position purpose: to ensure the development of legal acts and their amendments in the field of social care services. We offer: monthly salary from 1900 EUR to 2090 EUR (before taxes) in accordance with the classification of the job catalog for state and local government institutions established by the Cabinet of Ministers, taking into account the salary group corresponding to the position, as well as individual professional qualifications and competencies; responsible and interesting work in a supportive and positively minded team; supplements and social guarantees in accordance with those established in public administration; advancement of professional knowledge, skills, and abilities; support for work-life balance, including the possibility of using a nursery, flexible and hybrid working hours; workplace in the center of Riga (Skolas Street 28) and good working conditions; health insurance policy after 3 months of service. Main job responsibilities: develop legal act drafts and provide suggestions for state policy in the field of social services (social care and social rehabilitation services); prepare opinions on development planning documents and legal act drafts developed by the Ministry's structural units and other state administration institutions, state and local government institutions on matters within the department's competence and within the scope of delegated tasks; ensure evaluation and support of internal normative act drafts of subordinate institutions and service providers of state-delegated tasks, as well as prepare suggestions for contracts and their amendments with social service providers; assess policy development and implementation (including the performance of contracts with social service providers) in the field and matters of responsibility, identify problems, and provide suggestions for their resolution. Requirements for candidates: academic or second-level higher professional education in social or legal sciences; at least three years of work experience in public administration; at least three years of work experience on social policy issues; knowledge of the social security system, policy planning, and evaluation; ability to develop legal act drafts, prepare reports and opinions; good English language skills (at least B1 level) necessary for using international sources and participating in EC and other international working group communications; education obtained in the state language or state language proficiency corresponding to C level 1st degree.
