Ministry of Education and Science (Reg. No. 90000022399) re-announces an open competition for Professional and Adult Education Department Senior Expert in Vocational Education one civil service officer position (for an indefinite period) Position Purpose: Develop and improve state vocational education policy, particularly regarding vocational education content, qualifications systems, quality, and learning organization matters. Ensure alignment of vocational education policy with Latvia's and European Union development priorities and labor market needs, and coordinate the development, implementation, and evaluation of policy solutions related to the position's competencies. Key Position Responsibilities: Analyze vocational education system development needs and issues, develop policy proposals, solution options, conceptual suggestions, and development scenarios within the position's areas of competence. Develop, direct, and update draft legislation, development planning documents, informational reports, Cabinet of Ministers resolutions, internal regulatory acts, guidelines, and other documents in the field of vocational education. Coordinate alignment, implementation, and results evaluation of policy and regulatory solutions within the position's competence, ensuring cooperation with relevant ministry structural units, subordinate institutions, and other organizations. Assess the effectiveness of regulatory acts and policy solutions applicable in vocational education, identify shortcomings and risks, prepare proposals for remediation, and provide clarifications on regulatory application. Coordinate the development of the national qualifications system in vocational education, including alignment of the Latvian Qualifications Framework with the European Qualifications Framework, sectoral qualifications structures, professional standards, and improvement of professional qualification requirements. Develop and improve vocational education content and learning outcomes policy and regulations, including vocational education standards, principles for developing and implementing educational programs, modular approaches, credit points, and solutions for accumulating, transferring, and recognizing learning outcomes. Develop and coordinate policy solutions regarding professional qualification assessment and examination, assessment of professional competencies acquired outside formal education systems, and recognition of professional qualifications or their parts. Develop and improve the framework, criteria, and indicators for vocational education quality assurance and system-level monitoring, analyze results, and prepare proposals for improving vocational education quality. Develop and coordinate solutions for the development of work-based learning, training practices, flexible learning pathways, mobility, innovation, and other approaches to implementing vocational education, as well as evaluate and promote the adoption of new approaches suitable for Latvia's circumstances. Implement cooperation and, as authorized, represent the ministry in Latvian, European Union, and international institutions, organizations, working groups, and events on matters within the position's competence, as well as evaluate documents and recommendations from international organizations. Requirements for Candidates: Compliance with the requirements of Article 7 of the State Civil Service Law. Higher academic or second-level professional higher education. At least two years of work experience in state administration, education, qualifications, quality, labor market, legislation development, policy planning, analytics, or other related field. Experience in at least one of the following work types: legislation or policy planning document development, preparation of analytical materials, coordination of inter-institutional processes, project management, or international cooperation. Practical experience in at least one of the position's main areas – vocational education content, qualifications system, quality assurance, work-based learning, education policy, or European Union matters. Desirable work experience in vocational education or European Union matters. Knowledge of the Latvian education system and understanding of the basic principles of vocational education operation. Knowledge of state policy planning, legislation drafting and advancement, and policy impact assessment. Knowledge of vocational education content, qualifications system, quality assurance, work-based learning, education policy, or European Union matters. Knowledge of the basic principles of state administration and inter-institutional cooperation. English language knowledge at least at B2 level for performing position duties (requirement justification: position duties include ministry representation and opinion provision in various international forums, preparation and requesting of materials and documents in English from other countries). Ability to independently plan and organize work, skill in setting priorities. Ability to efficiently process large volumes and various types of information, identify essential matters, draw conclusions, and propose solutions. Presentation and communication skills.
