MINISTRY OF DIGITAL TRANSFORMATION AND REGIONAL DEVELOPMENT announces a competition for the position of Investment Supervision Department Project Supervision Division SENIOR EXPERT (state civil service position for a fixed term) ABOUT US The Ministry of Digital Transformation and Regional Development is the leading state administration institution in regional development planning and coordination, municipal development and supervision, territorial development planning and land management, implementation of the single window principle for state and municipal service accessibility, as well as in e-governance, digital transformation in state administration, and nature protection. MAIN RESPONSIBILITIES: ensure the implementation, supervision, and financial management of the "Local Development and Resilience" program for 2021–2028 under the European Economic Area financial instrument; organize the project proposal evaluation process and project implementation supervision; conduct reviews of program and project reports, expenses, procurements, and other compliance documentation; participate in the development and improvement of program documents, regulatory acts, and methodologies; ensure cooperation with Latvian and international institutions, and prepare reports, opinions, and information on program implementation results. WE EXPECT YOU TO HAVE: higher education in finance, economics, management sciences, law, or another social sciences field, supplemented with knowledge relevant to the position; professional experience in project supervision, control, or administration of EU-funded or other foreign financial instrument co-financed projects; experience in the implementation of EEA and Norway Financial Mechanism (NFI) programs and project supervision will be considered an advantage; knowledge of EU, EEA, and NFI program legal regulations, internal control systems, project management and supervision, as well as non-compliance assessment; knowledge and experience in public procurement; understanding of state administration operating principles, EU institutional structure and functions, regulatory hierarchy and application; very good English language skills (the position involves working with documents and communication in English); excellent analytical skills, well-developed planning and work organization skills; good communication and cooperation skills, client orientation; ability to work in a team, high sense of responsibility, accuracy, and professional ethics; compliance with the requirements of Section 7 of the State Civil Service Law.
