MINISTRY OF DEFENCE announces an open competition for a civil service position Security and Defence Investment Policy Department Procurement Control and Analysis Division, Senior Expert We invite you to join the Security and Defence Investment Policy Department team to conduct procurement control in the defence sector, provide in-depth strategic analysis of processes, and actively participate in the development of regulatory internal and external legal acts. Main duties of the position: implement procurement process control, plan and develop procurement oversight policy and coordinate its implementation in the defence sector, ensuring a strategic approach to process development; conduct procurement documentation review in accordance with the established methodology, assessing its quality and compliance with strategic objectives; monitor procurement processes for compliance with the methodology, identify risks and provide recommendations for their elimination and process improvement at the defence sector level; analyze procurement practice and prepare reports, conclusions and proposals on the effectiveness of the procurement control system, ensuring data-driven decision-making and policy development; participate in the development of regulatory act drafts in the field of procurement process control and prepare opinions on legal act drafts developed by other institutions and organizations, within the scope of competence. Requirements for candidates: compliance with the requirements of Article 9 of the Law "On State Secrets"; compliance with the requirements of Article 7 of the State Civil Service Law; academic or second-level professional higher education, preferably in law, economics or finance; experience in the preparation of documents, including drafts of regulatory acts, in the field of public procurement; professional knowledge and understanding of the field of public procurement and procurement procedures; professional work experience in the field of public procurement (no less than 1 year), including in the implementation or supervision, control or compliance checks of procurements; very good knowledge of English (knowledge will be tested through a test), knowledge necessary for the analysis of materials and preparation of documents in English; interest in the field of state defence and NBS tasks; ability to work with large volumes of information in a dynamic work environment, ability to understand and apply regulatory framework in practice; ability to argue and make sound decisions; high sense of responsibility. We will additionally assess: professional work experience (no less than 3 years) in the implementation of public procurements, including participation in procurement commissions in various roles (for example, commission chair, member, expert, technical specifications developer, procurement documentation developer) or experience (no less than 3 years) in public procurement oversight, control or compliance checks; ability to work with Microsoft Excel, including Pivot tables, Power Query and data analysis tools (PowerBI). To perform the duties of this position, the civil servant is required to use an independently formatted national electronic identification solution, i.e. eSignature eID. An employee occupying this position is subject to Article 17, paragraph 1, point 23 of the Law "On the State of Emergency and the State of Exception".
