MINISTRY OF DIGITAL TRANSFORMATION AND REGIONAL DEVELOPMENT announces a competition for the Investment Policy Department Regional and Information and Communication Technology Investment Division SENIOR EXPERT position (state civil service position for a fixed term) ABOUT US The Ministry of Digital Transformation and Regional Development is the leading state administration institution responsible for regional development planning and coordination, local government development and supervision, territorial development planning and land management, implementation of the one-stop shop principle for state and local government service accessibility, as well as e-governance, digital transformation in state administration, and nature protection. MAIN RESPONSIBILITIES: participate in European Union cohesion policy program investment planning by preparing justifications for regional development and digital transformation investments and providing opinions on policy planning and regulatory document drafts; develop and improve solutions for implementing regional development investment-specific support objectives (SSOs) and measures, including preparing analysis and proposals for project selection conditions, eligible activities and eligible costs, in cooperation with involved institutions and partners (written and oral communication takes place in Latvian and English); ensure the performance of EU funds responsible institution functions in SSO and measure preparation – develop draft Cabinet of Ministers regulations, project selection criteria and other documents necessary for implementation, as well as consult project applicants; monitor and evaluate the implementation of regional development investments by analyzing measure implementation progress and results, preparing proposals for performance improvement, and representing the Ministry's position in EU funds monitoring and reporting processes, including communication with the European Commission. WE EXPECT YOU TO HAVE: higher education (preferably in finance, business or economics, or jurisprudence, or another social sciences field supplemented by knowledge relevant to the position); interest and knowledge in the field of regional development or business, digital transformation, innovation, employment, urban planning; knowledge of major policy planning documents and legal acts regulating these fields; understanding of state administration structure and desirable experience working in state administration and in developing policy planning documents, regulatory acts and methodological materials; very good English language skills (position duties include working with English-language documents, communication with international organizations, substantiation and coordination of prepared documents or opinions with involved parties, including communication with the European Commission); desirable knowledge and experience in the field of European Union funds – in investment program development, project preparation, management or monitoring; desirable knowledge and previous experience in information and data analysis and compilation, preparation of presentations or other informational materials, including in English; ability to work both in a team and independently, conceptual thinking, good communication skills, results-oriented approach and professional ethics; compliance with the requirements of Article 7 of the State Civil Service Law.
