We expect: Mandatory qualification requirements: compliance with the requirements of Article 7 of the Civil Service Law; compliance with the requirements of Article 9 of the Law "On State Secrets"; academic or second-level professional higher education in a relevant field and additional education in corresponding areas; professional experience in planning system management (development, improvement, and monitoring of medium-term and short-term planning documents; development of reports and performance indicators; etc.) of at least three years; knowledge and experience working with task and process management systems; desired professional experience in quality management system management (including processes, risks, implementation and maintenance of certified systems); desired professional experience in digitalization/innovation/ICT project management or implementation; good knowledge and skills in systems management, digitalization, analysis, information systems, technologies, project management, planning, data, and the ability to apply them in practical work; good English language knowledge - duties include material analysis, research, and incorporation into internal regulatory documents. Additional requirements: experience with innovation, design, or experimentation methods and approaches; ability to make decisions and take responsibility; analytical thinking; ability and skills to work in a team; planning, organization, and management skills; excellent communication and collaboration skills; skills to work with MS Office applications and web browsers at user level; English language at least B1 level; desired driver's license (category B); eID card for performing job duties. General job responsibilities: participate, lead, and improve specific institution planning system management processes (including preparation of planning documents, reports, performance indicators); participate in quality management system management and improvement (including process development and improvement, risk management); ensure implementation of specific digitalization, innovation, design initiatives, and projects in the institution's service areas; provide methodological and advisory support in areas of competence; develop regulatory acts in areas of competence. Please note that the position competition will be held in two rounds - in the first round, the competition commission will evaluate submitted documents and candidates' compliance with requirements. For the second round of selection – interviews and professional knowledge testing – the competition commission will invite only candidates who have passed the first round, and candidates' competencies will be tested.
