Ministry of Education and Science (Reg. No. 90000022399) announces an open competition for a Sector Expert position (in the field of smart materials, technologies, and engineering systems) at the Department of Higher Education, Science and Innovation (for a fixed-term position until November 30, 2029) Position Objective: To ensure the implementation of project "Science policy implementation, management and capacity strengthening" under measure 1.1.1.1 of specific support objective 1.1.1 "Strengthening research and innovation capacity and introducing advanced technologies in the overall R&D system" of the European Union cohesion policy program for 2021–2027 by formulating and representing Latvia's interests in the European Union research and innovation program "Horizon Europe" (hereinafter – "Horizon Europe" program) and 10th framework program committees and other international programs and initiatives, as well as coordinating the implementation of Latvia's Smart Specialization Strategy (hereinafter – RIS3) and monitoring its activities, scientific fields in accordance with the classification defined by the Organization for Economic Cooperation and Development (OECD), European Research Area activities and other ecosystems relevant to project implementation. Key Duties: Coordinate and develop support measures and instruments corresponding to the smart materials, technologies and engineering systems ecosystem for RIS3 specialization areas, as well as conduct in-depth analysis, including development of analytical reports in accordance with the ministry's competence and Guidelines for determining smart specialization strategy areas and conducting monitoring. Formulate and represent Latvia's interests in various international programs and initiatives, especially in the European Union research and innovation basic program "Horizon Europe". Collect and analyze information on research and innovation activities of scientific institutions and their results in accordance with the ministry's policy and RIS3 strategy. Participate in drafting policy planning documents, legal acts, and information reports, including providing opinions on legal acts and development planning document drafts prepared by other institutions. Requirements for Candidates: Higher academic or second-level professional higher education (bachelor's or master's degree) related to the RIS3 specialization area (Smart Materials, Technologies and Engineering Systems) or natural sciences or engineering sciences. A doctoral degree is desirable. Experience in research of at least two years, or in higher education of at least two years, or in a high value-added company in the private sector in the RIS3 specialization area (Smart Materials, Technologies and Engineering Systems) of at least two years (please indicate in your CV the work experience confirming this and the period when such experience was acquired). Experience working on international matters (please indicate in your CV the work experience confirming this and the period when such experience was acquired). Experience working with large volumes of information, coordination of collaborative organizations (please indicate in your CV the work experience confirming this and the period when such experience was acquired). Knowledge of the RIS3 field and related ecosystems. Knowledge of the state administration institutional system and basic principles of operation. Understanding of sector regulatory acts. Understanding of Latvia's science system and the European Research Area. English language proficiency at a level that allows free communication in performing job duties, using documents and literature in this foreign language (reason for requirement – job duties include representing the ministry and providing opinions in various international formats, preparing materials and documents in English). Ability to set priorities, plan, organize and monitor your work. Ability to promptly conduct analytical processing of large volumes of information and emphasize essential data, draw appropriate conclusions. Strategic thinking, creativity and problem-solving. Presentation skills (using digital technologies). Collaboration and communication skills. Desirable international experience in the education field (participation in international projects, studies abroad, internships abroad, etc.).
