Budget and Investment Planning Division Senior Expert

Main job duties:
prepare, update Ministry methodological guidelines for medium-term expense calculations and budget development policy;
prepare budget request information and complete input forms in accordance with the State Treasury and SAP systems;
prepare subordinate institutions' budget projects in accordance with sectoral policy, Ministry methodological guidelines, Cabinet of Ministers regulations and Finance Ministry guidelines;
maintain an up-to-date database of budgeted (funded) positions in the defense sector in accordance with State Chancellery guidelines and sectoral policy;
participate in NAF long-term contracts and medium-term development plan discussions, commissions and working groups, including inter-institutional working groups on financial planning matters;
participate in developing proposals on the amount of budget funds necessary for state defense in accordance with the NAF Development Plan and government-assigned policy objectives;
develop draft internal and external regulatory acts in the field of budget planning, monitor their compliance.
Requirements for candidates:
compliance with the requirements of Article 9 of the Law "On State Secrets" to obtain special authorization for access to state secrets;
compliance with the requirements of Article 7 of the State Civil Service Law;
academic or second-level professional higher education in economics or finance;
experience in developing financial planning documents and draft regulatory acts;
desired professional work experience in financial planning in public administration;
professional knowledge in data collection and analysis related to budget planning documents;
good computer skills, excellent skills in MS Excel and presentation preparation;
ability to analytically evaluate processes and their results;
English language knowledge for preparing materials and documents in English (knowledge will be tested in test format);
good communication and presentation skills;
interest and knowledge in the state defense sector and NAF tasks;
sense of responsibility and precision, ability to clearly and argumentatively express your opinion, ability to work in a team.
To perform the job duties, the civil servant must independently use a national electronic identification solution, i.e. eSignature eID
The employee holding this position is subject to Article 17, paragraph 1, point 23 of the Law "On Emergency Situations and States of Exception".
