The Ministry of Transport (registration No. 90000088687) announces a competition for a senior expert civil servant position in the Rail Baltica Project Department, Rail Baltica Project Planning and Financial Control Division, for a fixed-term period*

Key responsibilities:
collect and analyze data on Rail Baltica project implementation at national and international levels;
ensure monitoring and control of Rail Baltica project fund utilization in accordance with European Union and other foreign financial instrument conditions;
prepare project implementation reports and statements, participate in procurement processes and achievement of Rail Baltica project objectives;
represent the ministry in cooperation with SIA "European Railway Lines", AS "RB Rail", European Union institutions, and other involved parties;
prepare opinions, proposals, and positions on the Rail Baltica project, European Union and national regulatory act drafts, and policy planning documents;
provide consultation on Rail Baltica project implementation issues.
Requirements for candidates:
compliance with the requirements of Article 7 of the State Civil Service Law;
higher academic or second-level professional higher education (preferably in project management, management sciences, transport sector, or economics);
at least 2 years of work experience in financial management of infrastructure projects;
at least 2 years of work experience in international cooperation and work with European Union institutions, including within audit frameworks;
work experience in development, monitoring, and improvement of management and control systems;
work experience in developing planning documents and regulatory act drafts;
knowledge of foreign financial instrument planning, management, and monitoring;
knowledge of cost eligibility in European Union co-financed projects;
knowledge of Latvia's and the European Union's operating principles;
good English language knowledge both orally and in writing (for information preparation, document analysis, and participation in international meetings);
good communication, cooperation, and analytical skills.
Performance of the position's duties requires the use of a self-issued national electronic identification solution, namely eParaksts mobile, eParaksts eID, or eParaksts card.
