The State Social Care Center "ZEMGALE" is the largest provider of state long-term social care and social rehabilitation services in Latvia.
The Service Provision Department organizes and methodically leads the provision of social care, social rehabilitation, and health care services to VSAC "Zemgale" clients, monitors the quality of provided social services, conducts inspections of compliance of provided social services with regulatory requirements, and coordinates measures related to client safety across 8 branches of VSAC "Zemgale".
We are inviting applications for the position of SENIOR EXPERT IN HEALTH CARE in the Service Provision Department (1 position for an indefinite period).
Requirements for candidates:
second or first level professional higher education in the field of health care;
work experience in the social system or in a field related to social services, including health care;
knowledge of regulatory acts on social services and social assistance, and protection of the rights of persons with disabilities;
ability to work in complex situations;
ability to evaluate facts, analyze data, and anticipate and assess risks;
ability to identify and recognize problems, understand their causes, and propose solutions;
excellent computer skills (MS Word, Excel, PowerPoint, etc.);
experience working in a local government or state administration institution will be considered an advantage;
understanding of state administration values and ethical principles.
Main responsibilities:
consult and methodically guide the work of the Center's branches on issues related to the provision of social care and social rehabilitation services;
prepare draft regulatory acts and methodological documents on social care and social rehabilitation matters;
conduct internal inspections and supervision of compliance of social care and social rehabilitation services provided to the Center's clients with requirements set out in regulatory acts, identify problems and potential risks, prepare inspection reports or service reports;
review submissions related to the quality of social care and social rehabilitation services and compliance with client rights, prepare responses;
identify risks to quality assurance of social services, provide recommendations for risk prevention;
develop quality criteria for health care services;
coordinate health care processes in structural units;
conduct self-inspection measures in the Center's structural units regarding the quality of provided health care services and compliance with requirements set out in regulatory acts, etc.;
carry out regular inspections in structural units.
We offer:
office work, with remote work opportunities (up to 3 working days per week);
salary (gross) from EUR 1350 - EUR 1817, depending on professional experience and competencies, during the trial period up to EUR 1375, depending on experience and professional skills in the social system or in a field related to social services in state administration or local government institutions, average salary after trial period EUR 1475;
work experience in state administration;
