Rēzekne City Municipality announces a public call for candidates for the position of Board Member of the municipal capital company SIA "Austrumlatvijas koncertzāle" Areas of Responsibility: planning and management of the company's administrative work processes; organizing technical and technological support necessary for the Society's operations; managing guest performance concert activities; cooperation with the municipality and municipal institutions; cooperation with cultural institutions in Latvia and the Latgale region, EU countries; cooperation with state institutions - the Ministry of Culture, VSIA "Latvijas Koncerti", etc.; organizing administrative activities, including human resources and document management, collection and analysis of statistical data; determining the Society's structure, developing necessary job descriptions and employee compensation systems; financial management, financial planning and business operations planning in accordance with the budget; ensuring that the Society's financial resources and property are used and spent legally, economically and purposefully in compliance with regulatory requirements. Mandatory Requirements: • impeccable reputation; • academic higher education or second-level professional higher education (excluding first-level professional higher education) in economics, finance and business management; • at least 3 (three) years of experience in the last 10 (ten) years in a board member position or equivalent senior management position, or in a management-level employee position directly subordinate to such a position, which ensures management competence and knowledge necessary to professionally fulfill board member duties (with at least 30 subordinate employees in direct or functional reporting); • state language proficiency at the highest level and proficiency in at least one official EU foreign language at least at level B; • master the state language and proficiency in at least one official EU foreign language at least at level B; • experience in strategic management, corporate governance or administrative management matters; • knowledge and understanding of the management, organization and development of culture, concert activities, creative industries or other comparable services sectors; • knowledge and understanding of financial management matters, company management, including risk management, financial resource management and preparation of annual reports; • knowledge and understanding of the operations and management of a public person's capital company; • knowledge and understanding of procurement, business operations and infrastructure management matters; • knowledge and understanding of personnel management principles, team management and employee development; • knowledge and understanding of crisis (change) management; • knowledge and understanding of marketing, audience development, service development and organizational public communication. Compliance Requirements: • compliance with and agreement to observe the restrictions on combining state official positions as set out in Article 6 and Article 7, fourth part of the Law "On Prevention of Conflict of Interest in the Activities of State Officials", the procedure for fulfilling the restrictions on combining state official positions set out in Articles 8 and 81, and to prevent other possible conflict of interest situations if elected to the board member position; • compliance with and agreement to the status of state official and the restrictions imposed on it; • restrictions on candidates as set out in Article 37, fourth part of the Public Person Capital Shares and Capital Companies Management Law. Compensation – 3158 EUR (before tax deduction). Please submit the following documents: • candidate's application for the position of Board Member of the Society (available at: http://www.rezekne.lv in the section Job Competitions, see the Regulations for nomination of candidates for the board member position of Limited Liability Company "Austrumlatvijas koncertzāle") • candidate's statement and consent for processing of data indicated in the candidate's application and curriculum vitae (available at: http://www.rezekne.lv in the section Job Competitions); • signed curriculum vitae in Latvian language (preferably prepared in accordance with the Europass CV standard format (available at http://www.europass.lv)); • copy of document certifying education (diploma) (if the education document or degree was obtained abroad, attach a certificate from the Academic Information Centre on which education document or degree awarded in Latvia corresponds to the education document or degree obtained abroad); • copy of state language proficiency certificate issued by the State Education Content Centre (if a person has not obtained basic, secondary or higher education in accredited programs in Latvian language); • candidate's prepared evaluation of the Society's previous activities for the last 5 (five) years and a vision for further development for 3 (three) years, which indicates: the most important future priorities; actions to be taken to achieve priorities; actions to be taken to address current problem issues and situations related to the Society's commercial activities, as well as provide a vision on the Society's current governance model and current trends for its improvement opportunities, including reasoned analysis of the founder's and board's competence distribution, decision-making process and accountability. Documents received by the Municipality after September 3, 2026 will not be considered.
