The Social Service Department of Rēzekne City Municipality announces an open competition for the position of Head of the Pensioners' Social Services Center 1. Requirements for Candidates 1.1. Second-level professional or academic higher education in social work, medicine, management sciences, law, or financial management. Education in social work will be considered an advantage; 1.2. work experience in the social services sector; 1.3. practical experience in managing the institution's economic activities; 1.4. desired work experience in a managerial position; experience in a managerial position in the social services sector will be considered an advantage; 1.5. knowledge of regulatory acts in the social services and social assistance sectors and other regulatory acts necessary for performing the duties of the position, and the ability to apply them in practice; 1.6. ability to plan, administer, and analyze the institution's work, communicability, ability to work in stressful situations, ability to analyze critical situations; 1.7. good computer skills (MS Office applications, email, IT systems required for work, web browsers). 2. Main Duties of the Position: 2.1. Plan, organize, manage, and control the services provided by the Center, financial management, and the institution's core operations. 2.2. Analyze and evaluate the Center's performance and achieved results. Identify problems and resolve them within the scope of your competence. Provide recommendations to the Department Head for improving the Center's work and social services, and for developing new social services. 2.3. Develop and implement the Center's short-term and long-term development plans, develop target programs and projects to improve social services. Ensure the fulfillment of the Center's operational goals and monitor progress toward goal achievement. 2.4. Develop the Center's work plan, regulations, update them as necessary, and participate in drafting other regulatory act projects concerning the Municipality's social services. 2.5. Organize, manage, and control the work of the Center's personnel. Monitor compliance with discipline and work regulations among Center employees. Provide recommendations to the Department regarding commendations and disciplinary action for Center employees. 2.6. Analyze, evaluate, and plan the Center's financial expenses. Develop the Center's budget estimate. Know the Center's financial indicators and make decisions to promote optimization of its operations. 2.7. Within the scope of your competence, manage the Center's property and material assets. Ensure the preservation, renewal, and improvement of the Center's material and technical base. 2.8. Plan, manage, and control the Center's economic activities: 2.8.1. set deadlines for work completion, monitor work execution, and accept completed work; 2.8.2. in cooperation with responsible employees, develop technical specifications and work assignments for the procurement of necessary services, goods, technical projects, and construction work. 2.9. Ensure compliance with requirements established in regulatory acts at the Center regarding fire safety, occupational health and safety, and other areas. Ensure and monitor compliance with hygiene requirements for Center employees and clients. 2.10. Upon request, prepare reports for the Department and higher-level institutions, including statistical reports and reports on the Center's activities. 2.11. Within the scope of your competence, represent the interests of the Center's clients in the social services sector and make decisions regarding the Center's clients.
