No. 90000065985, Vienības ielā 13, Daugavpilī, announces a competition for a vacant position INFORMATION AND COMMUNICATIONS TECHNOLOGY DEPARTMENT HEAD (with specialization in ICT infrastructure and cybersecurity management) (Profession code 1330 01) Daugavpils Universitāte – the largest state education and science institution in Eastern Latvia – invites a goal-oriented and experienced manager to join our team to take on strategic and technical leadership of the University's unified computer network, information systems, and cybersecurity solutions implementation. Key Job Responsibilities 1. Cybersecurity architecture management: ensure protection of DU information systems and network infrastructure against modern cyber threats (ransomware, unauthorized access, data breaches). 2. University-wide ICT project management: coordinate and oversee the implementation of mandatory multi-factor authentication (MFA) across the entire University. 3. Infrastructure and systems modernization: lead the migration of public HTTP servers to a Kubernetes environment (Layer 7 access control) and oversee the development of physically isolated (Air-Gap) backup solutions. 4. Network and workstation audit: organize and conduct regular software and hardware audits at University workstations (~500 workplaces in study buildings and administration). 5. ICT Department operations management: manage and plan daily work of Information and Communications Technology Department specialists, ensuring high service levels. 6. ITSM process implementation: transform user support and request processing systems by transitioning to a centralized IT service management system. Requirements for Candidates: Academic or second-level professional higher education in IT, computer science, ICT systems management, or information security. At least 3 years of successful management experience leading an IT department, ICT department, or cybersecurity team (experience in higher education institutions or public sector will be considered an advantage). Excellent knowledge and understanding of cybersecurity standards, firewalls, and network architecture (professional security certifications are desired). Practical understanding of server containerization (Kubernetes) and user authentication methods (MFA, SSO). Excellent state language proficiency (C level 1st degree) and desired knowledge of foreign languages (technical documentation and standards comprehension). High sense of responsibility, precision, ability to work under crisis and high-intensity conditions, as well as excellent collaboration skills when working with other structural units.
