Requirements for Candidates: - Higher education in construction; - Preferred work experience in the construction field; - Knowledge of normative acts regulating the construction sector and the ability to navigate them; - Ability to apply theoretical knowledge in practice; - Ability to develop construction drawings/sketches; - Knowledge of construction technology: work methods and operations, technological processes of construction work, classification of construction work and special construction work, technological equipment; - Ability to navigate building material offerings, suitability, and costs; - Knowledge of building material properties; - Knowledge of essential requirements for buildings; - Knowledge of building structural solutions; - Knowledge of construction machinery, mechanisms, tools, and technological equipment; - Knowledge of work payment types, work rate normalization, and ability to apply them; - Knowledge of construction work costs and their formation; - Implementation of construction work quality control management; - Application of building codes and corresponding standards; - Ability to independently plan and organize own and department work, set priorities; - Ability to independently make decisions and take responsibility; - Ability to work in a team, good communication and argumentation skills; - Ability to build professional relationships with collaboration partners; - Ability to lead work groups; - Ability to analyze and solve problem situations; - Very good computer skills, including Microsoft Office software usage and other computer programs necessary for job duties; - State language proficiency at the highest level; - Category B driver's license. Main Job Duties: - Organize and coordinate the work of the Construction Department for the fulfillment of assigned tasks and functions; - Plan the construction process: - Participate in the municipality's building project preparation process, - Provide professional assessment of submitted construction proposals, - Prepare documents for submission to the building authority, - Prepare design assignments, - Evaluate technical project documentation, - Identify and organize necessary changes to building projects. - Conduct technical project and technical specification review and analysis; - Prepare technical specifications for construction work procurement; - Within the scope of competence, provide consultations to procurement commission members regarding construction work procurements, including support in preparing responses to bidders within the procurement procedure framework and provide assessment of construction work procurement submitted proposals' compliance with technical specifications; - Consult relevant municipal specialists in preparing technical specifications for building repair work cases; - Construction process supervision and organizational issue resolution during municipality construction project implementation: - Perform technical and quality control of completed work, - Maintain records of completed work, - Control execution documentation, - Monitor construction work execution timelines, - Compare planned and actually completed work results and conduct their analysis. - Perform authorized customer representative (construction process coordinator) duties in projects related to building construction within Bauskas novada municipality's administrative territory: - Building project design preparation; - Project development; - Construction work implementation; - Handover to operation. - Prepare data with material quantities and resource calculations needed for project implementation, according to applicable normative acts and instructions, organizing building operation and repair work; - Participate in inspections of buildings and structures owned and managed by the municipality; - Participate in inspections of buildings prepared for handover, in accordance with construction laws, approved plans, specifications and standards, as well as other regulations on building handover to operation.
