Welfare for the future is our great challenge. To meet it, the Employment Administration has a very important mission: We enable residents receiving financial assistance to become self-sufficient as quickly as possible, and also help employers find the right competence.
We meet this challenge with a broad range of adult education and employment initiatives – and we test new ways of working together with the business community, other administrations, authorities, and civil society. To succeed, we must dare to test new things and find smart solutions.
We are approximately 400 colleagues in the Administration, and our role is to give residents the right tools so they can take responsibility for their own development and livelihood. We also coordinate the city's work on migration and integration issues.
Adult Education is an operational area within the Employment Administration with a mission to offer education to adults at basic level, upper secondary level, adapted level, SFI, vocational education, and apprenticeships. We meet approximately 8,000 students every year, and the majority of our students study with external providers who deliver education on behalf of the municipality. Within our regional cooperation, Familjen Helsingborg, we are leaders in Scania in our joint vocational education offerings.
Work Tasks
As the principal, we have extensive responsibility for ensuring high quality, legal certainty, and equity in all activities, whether conducted in-house or by external providers. The value of our procured services amounts to over 100 million kronor annually, and places high demands on systematic and proactive supervision with the aim of continuously improving.
We now want to take the next step in our work on supervision and systematic quality assurance with external education providers. Based on the national quality system, we want to strengthen and further develop our quality work. As a Development Strategist, you will play a central role in driving and supporting this development.
You are also responsible for coordinating systematic quality monitoring throughout the entire operation, and you will be a proactive support to management and staff in various processes:
To systematically plan, monitor, and develop adult education activities to ensure high quality.
To be a central part of the work monitoring external providers by developing methods for and conducting quality dialogues, student surveys, site visits, and analysis of self-evaluations.
Ensure that the content and delivery of education, such as grading, individual adaptation, and work placement, maintain high quality.
Address issues regarding legal certainty and student influence, including feedback and complaints.
Gather, process, and analyze statistical data, and conduct flow, process, result, and impact analyses.
Work closely with internal staff functions in contracts, finance, and quality.
Participate in processes related to the procurement of education.
Qualifications

3–5 years of experience with similar tasks in monitoring, governance, or quality work within the education sector.

Experience in supervision and quality work, including monitoring of external actors.
Experience working in a politically governed organization where decisions and processes are affected by political priorities.
Great weight will be placed on personal suitability; work samples may be included as part of the recruitment process.
