Stenungsund Municipality is an expanding coastal municipality with approximately 28,030 residents, a strong business sector, residential environments near the sea, and excellent communication options. The social services sector includes elderly care, disability services, individual and family care, municipal health and medical care, and quality and sector support. The social services sector is in an important development phase where working methods, structure, and collaboration need to continue developing in the direction of the Social Services Act's intentions. At the same time, we need to strengthen the conditions for learning, competence development, and sustainable competence supply over time. We are now seeking a development leader who wants to drive this work forward. You will have an important and varied role where you create structure, coordinate development initiatives, and contribute to a social services organization that is long-term sustainable for both residents, employees, and operations. 1 position(s). WORK TASKS As a development leader, you work across the social services sector and are part of the quality and sector support function. The function works with management systems, sector support, quality and patient safety, as well as development and coordination, and is led by a function manager. The team includes medical responsible staff, social coordination responsible staff, systems developers, administrators, emergency coordinators, and another development leader. At the start of the assignment, the role has two strategically important development areas. The first involves holding together and leading the social services sector's continued development in the direction of the Social Services Act's intentions. You create structure, coordinate parallel processes, and contribute to translating the intentions into practical working methods and concrete development steps in the sector. The second development area involves developing and coordinating the sector's work with introduction, learning, and competence development. The goal is to strengthen the conditions for employees to have the right competence throughout their professional lives, from introduction as a new employee to continued learning and continuous competence development. The assignment also includes collaboration with educational actors, regional networks, and other external collaboration partners. In both development areas, you lead the work through clear planning, coordination, communication, and follow-up. Although the role initially focuses on these two main areas, you are also a strategic development resource for the entire sector. The assignment's content, areas of responsibility, and priorities may therefore change over time based on the sector's needs, decided development initiatives, and changes in the external environment. This means that new development, change, or coordination assignments may be added, and existing assignments may be developed or concluded when they transition to regular operations. We are therefore looking for someone who is flexible, unpretentious, and enjoys contributing where the need is greatest. QUALIFICATIONS We are looking for someone with a strong interest in development and change work and who enjoys creating direction, structure, and momentum in complex contexts. You have: • Higher education in an area that the employer considers relevant. • Education in and/or solid experience in project management, change management, process management, or business development. • Experience coordinating work across operational and organizational boundaries. • Very good ability to plan, structure, coordinate, and follow up on complex assignments. • Experience in preparing documentation, analyzing results, and reporting to management or steering groups. • Good digital skills and experience working with various systems and digital tools. It is a merit if you have experience from social services, care and welfare, or other public sector operations, as well as knowledge of working in a politically governed organization. Great emphasis will be placed on personal suitability. To succeed in the role, you need to be structured, analytical, and driven. You create clarity in complex matters and have the ability to hold multiple processes and development initiatives together simultaneously. You work systematically with planning, implementation, and follow-up and focus on translating goals, decisions, and intentions into concrete results. You are persistent in change work and contribute to development initiatives being implemented, followed up, and having an impact. You are a clear and attentive communicator who can adapt messages, working methods, and communication to different target groups and organizational levels. You create understanding, engagement, and participation among managers, employees, project groups, steering groups, and external collaboration partners. You are comfortable leading groups, networks, and development processes. With good structure, active follow-up, and the ability to gather different perspectives, you create momentum toward common goals. As a person, you are unpretentious, flexible, and solution-oriented. You readily immerse yourself in new issues, see the bigger picture, and can adapt your working methods when circumstances change. Employment form: Permanent employment.
