JOB RESPONSIBILITIES
We are now seeking a strategic and experienced procurement officer. As a procurement officer with us, you will work both to provide the municipal organization with strategic and qualified support on procurement and purchasing matters, and to independently lead your own procurement projects regarding framework agreements and larger procurements. The procurements include goods, services, operational contracts and more in various categories and contract forms. You are qualified support in procurement matters for individual procurements. You independently conduct procurements and are responsible for the procurement process, which includes designing tender documentation in dialogue with the business units, evaluating and awarding, signing contracts, and following up on agreements.
Your role includes staying updated on new legislation and actively monitoring the external environment so that we can develop and learn together as a department. You are involved in developing and working in accordance with implemented procurement processes. The position includes participating in the development of the procurement process and a category-driven approach.
In this assignment, you collaborate with multiple stakeholders and participate in various internal and external working groups and reference groups. You often work in project form in close collaboration with employees from different parts of the organization, where as a procurement officer you project-lead, for example, framework agreement procurements.
An important part of the department's work is to increase dialogue with suppliers and bidders, both before a specific procurement and generally through, for example, procurement schools or other dialogue forums. As a procurement officer, you should be interested in developing and improving dialogue with our existing and potential suppliers.

QUALIFICATIONS
You have a relevant degree in procurement, economics, or law for this position, or you have acquired equivalent knowledge in another way. Documented experience in and knowledge of qualified procurement work is necessary.
If you also have experience with the Public Procurement Act (LOU), that is a merit, as is experience with procurements in construction and property. Good ability to express yourself in both speech and writing in Swedish is a requirement.
As a person, you are good at communicating and building and developing good relationships. You are responsive, analytical, and structured, with a good ability to see and understand the bigger picture. You stay updated within your field of work and contribute to business development by sharing knowledge and experience and implementing these in new ways of working. We would like to see that you also have a strong interest in and knowledge of procurement support systems and other digital tools.
