The Procurement Unit is organizationally part of Finance and belongs to the City Management Office, one of six departments in the City of Lidingö. Here, approximately 120 employees work with broad expertise and diverse professional roles, including HR, finance, procurement, communication, records management, legal affairs, and IT. The Procurement Unit consists of a manager and ten employees: 1 procurement lawyer, 6 procurement specialists, 1 procurement coordinator, 1 e-commerce officer, and 1 food services operations monitor. JOB RESPONSIBILITIES As a procurement specialist focused on care and social services, you work closely with operations and contribute to enabling the municipality to offer residents high-quality social services, care services, and support activities. You serve as strategic and operational support to managers, purchasers, and operations specialists throughout the procurement and purchasing process. The role involves independently managing procurements from needs analysis through contract signing and follow-up. In this role, you will, among other things: • Plan, lead, and conduct procurements in accordance with the Public Procurement Act (LOU) and, if necessary, the Public Procurement Ordinance (LOV). • Work closely with operations alongside managers and specialists from care and social services to analyze needs and identify appropriate solutions. • Develop procurement documents, requirements specifications, contract terms, and evaluation models. • Conduct market dialogues and environmental monitoring within areas such as social care, individual and family services, support services, elderly care, and related welfare services. • Manage the qualification and evaluation of received bids. • Provide advisory support to operations on matters concerning public procurement, purchasing, and contract issues. • Participate in and support contract monitoring together with operations to ensure quality, contract compliance, and effective use of municipal resources. • Contribute to the development of work methods, procedures, and governance within procurement and contract management. • Collaborate with other municipalities, regional procurement partnerships, and external stakeholders in the welfare sector. QUALIFICATIONS We would like you to have a solid foundation in the procurement process and be able to independently manage procurements. You understand legislation and can translate it into practical and business solutions. Further, we are looking for someone who has • Relevant education, vocational training in public procurement, or other experience deemed equivalent • Experience working with public procurement according to LOU and have conducted your own procurements and direct procurements, preferably within IT. • We would also appreciate experience with LOV and previous experience working against welfare fraud and contract monitoring • Strong ability to express yourself verbally and in writing in Swedish • Good administrative skills and experience working in a structured, project-based manner At Lidingö City, we work based on the core values of committed, professional, and proactive.
