We have consolidated our efforts into five collaboration areas (objects) and implemented portfolio management. We work across organizational boundaries to reduce administration, share specialized expertise, and test innovative solutions that can be scaled up for the entire city. The collaboration spans municipal departments, district administrations, and other stakeholders who are part of the welfare system in various ways. Your role As a technical product lead, you have a unifying technical role primarily within resident-facing services. This area includes existing and new e-services, digital education, and other digital initiatives designed to make social services support more preventive and accessible. Based on residents' and the organization's needs, you lead the work on product vision, impact goals, and a prioritized roadmap. You create an overview of the area's systems, platforms, and dependencies, and translate the shared direction into solutions that are technically feasible, possible to integrate, and sustainable to maintain over time. You lead development throughout the entire product lifecycle from needs analysis, exploratory work, and experimentation to procurement, development, implementation, follow-up, and continuous improvement. An important part of your assignment is to work with the organization to identify which operational capabilities need to be developed and translate development needs into coherent services, information requirements, operational rules, and technical specifications. Development is carried out together with operational teams and other specialized expertise. Therefore, the role requires broad technical understanding. Your task is to see the big picture, ask the right questions, involve the right expertise, and keep the technical decisions aligned. You work in an organization where priorities and conditions can change quickly. You need to be able to assess consequences, make well-founded re-prioritizations, and adjust the development plan while safeguarding the long-term technical coherence. Your tasks also include, among other things: Analyze complex system landscapes and identify integrations, dependencies, risks, and technical limitations Switch between operational processes, architecture, and technical details Develop use cases, describe current state, target state, and prioritized technical measures Participate in technical investigations, procurements, and vendor evaluations Explain technical issues, consequences, and choices to management and operations Ensure that requirements for accessibility, data protection, information security, integration, and long-term maintenance are addressed. Your competence and experience We are looking for someone who has Academic education in computer science, systems science, or another relevant field that we consider equivalent Current and documented experience in technical product management or technical product ownership, including development, deployment, and implementation of digital solutions Experience in developing information models, operational rules, functional requirements, and non-functional requirements Good understanding of system architecture, integrations, and data flows Experience in environmental analysis and preparation of decision-making documents for IT solution procurement Good understanding of accessibility, data protection, and information security Very good ability to express yourself in Swedish, both orally and in writing. It is a merit if you have Experience in capability-based operational development, business architecture, or development of reusable digital capabilities Experience in vendor management Experience in developing or evaluating data-driven services, user research, and systematic impact follow-up Experience working in a government agency. Your structured approach allows you to handle multiple tasks in parallel, organize your work efficiently, and ensure that deadlines and deliverables are met. You highly value collaboration and build good relationships with colleagues, clients, and suppliers. You think long-term and sustainably, weigh the consequences of decisions, and act with the bigger picture in mind. At the same time, you are development-oriented and have a very strong ability to coordinate, prioritize, and manage dialogue with different stakeholders, adapting how you communicate information to be clear and relevant for different audiences.
