The Safety and Security Department consists of ten employees who provide strategic and operational support to the municipality's activities in security, civil preparedness, crime prevention, safety-building work, welfare crime, and insurance. Together, we make a difference and create conditions for Norrköping Municipality to meet today's and tomorrow's requirements within our areas of responsibility. The changed security situation places ever-greater demands on the municipality's security work. The Municipal Board has overall responsibility for safety and security work, and the department continuously develops working methods and strategies based on changed legislation, new requirements, and the global situation. We work to strengthen security thinking and effective security work throughout the municipality. The position involves high demands but also close support from your manager and colleagues. We are now seeking a security strategist focused on welfare crime. The position is established, and this recruitment aims to further strengthen the municipality's work in this area. Your responsibilities As a security strategist focused on welfare crime, you are responsible for the strategic development of the municipality's work against welfare crime. Together with your nearest colleague, you ensure that the municipal group—both departments and companies—have the working methods and capacity to prevent, detect, and handle welfare crime. You are a specialist, advisor, and knowledge bearer for the municipality's activities and companies. The role may also include investigating suspected crimes. You develop the competence of politicians, managers, and case handlers in understanding, detecting, and handling welfare crime. Together with your colleagues, you develop governing documents, procedures, and instructions, follow up on work, and ensure that the municipality has effective control mechanisms. You monitor the external environment for legislation, other public actors' work against welfare crime, and criminal patterns to develop strategies and working methods that strengthen the municipality's resilience. Through systematic follow-ups, you identify deviations, initiate internal investigations, and ensure that shortcomings are addressed in cooperation with activities and relevant authorities. Together with your colleagues, you coordinate the municipality's internal, regional, and national work against welfare crime through established forums and working groups. Beyond your main assignment, you also contribute to: safety and security work together with the department's security and safety strategists municipal investigation and development work to identify and counteract irregularities, misconduct, and other crimes development of the municipality's working methods based on new legislation regarding security, welfare crime, and safety issues Who are you? We are looking for someone with an academic degree in, for example, behavioral science, social sciences, political science, or risk management with a focus on societal security. Alternatively, you have other education combined with relevant work experience that is assessed as equivalent. To succeed in the role, you have experience with investigation, follow-up, and analysis work, as well as several years of strategic work in the public sector, investigation activities, or audit work. You have a good understanding of municipal governance, public procurement, and relevant legislation. It is advantageous if you have experience working against welfare crime, crime prevention, or crime investigation work. We would like to see that you have experience from a politically governed organization and the ability to drive and gain support for complex issues. As a person, you are action-oriented, results-focused, and communicative. You enjoy collaborating with others while working independently and goal-oriented. We place great emphasis on analytical and pedagogical abilities. You build and develop professional relationships and networks both within and outside the municipal organization. You express yourself well in Swedish, both spoken and written. Since the position is classified for security reasons, a security clearance will be conducted according to the Security Protection Act before employment. Over time, the position may also involve on-call duty as a standby person, where you contribute to strengthening the municipality's security around the clock.
