The Regional Development Department leads and coordinates development initiatives in culture, business, and community planning, among other areas. We invest in Norrbotten by taking our own initiatives and by enabling others' initiatives. Our mission is to contribute to a Norrbotten where people, businesses, and communities can develop. We are a hub of knowledge, resources, and relationships and work together with stakeholders throughout the region to realize ideas and create long-term sustainable regional development. Within the Business and Community Unit, we work on business and community development through strategy work, advocacy, project financing, and business support. What we're looking for We're looking for someone with a genuine interest in regional development who wants to contribute to the region's long-term development. You have relevant academic education and experience in development work, financing, project management, business development, community development, innovation, or another area that the employer considers relevant. You also express yourself very well in both speech and writing in Swedish and English. It's an advantage if you have experience with public financing, EU funds, or other national and regional financing instruments. We place great emphasis on personal qualities. To succeed in this role, you are solution-oriented, curious, and see opportunities rather than obstacles. You find it easy to grasp complex issues, understand connections between different stakeholders and initiatives, and navigate between both strategic and operational perspectives. You are confident in interpreting and applying regulations while having the ability to identify opportunities within given frameworks. The role places high demands on communication and collaboration, which means you need to be attentive, have a strong ability to build trusting relationships, and enjoy dialogue with different stakeholders. You collaborate well with others, manage many contact points, and contribute to shared results. What you'll be working on As a strategy specialist with a focus on financing, you have a central role in creating conditions for sustainable development in Norrbotten. You serve as the link between development ideas, strategic goals, and financing and meet people and organizations who want to contribute to the region's development. This could include, for example, initiatives to strengthen workforce supply, improve business conditions, or an idea for an innovation that helps solve a social challenge. In the role, you work closely with stakeholders from the public sector, business, academia, and civil society to understand ideas, identify opportunities, and help development initiatives be implemented. You assess project ideas and applications based on strategies, regulations, financing options, and regional relevance, and guide applicants through various financing processes. You identify financing and co-financing opportunities from regional, national, and European sources and help ensure that development funds are used where they can make the greatest difference. You translate the regional development strategy Norrbottensstrategin 2040, the Strategy for Smart Specialization, and other regional and European priorities into concrete initiatives and projects. An important part of the task is also to provide a holistic perspective on how different initiatives can collaborate and strengthen each other. The work also includes following up on projects and initiatives, traveling within the region for dialogue and environmental monitoring, and contributing to the development of Region Norrbotten's approach to project financing. Start date October 1, 2026 or by agreement. Selection and interviews take place on a rolling basis and the position may be filled before the final application deadline.
