Stenungsund Municipality is an expanding coastal municipality with approximately 28,030 residents, a strong business sector, residential areas near the sea, and good transportation connections. Stenungsund Municipality is part of the Gothenburg Region Municipal Federation, which is a forum for collaboration and experience sharing, as well as several other municipal collaborations. The municipality is organized into one administration with four sectors. The Built Environment Sector plays a central role in creating an attractive and sustainable municipality where people enjoy living and working. We work to develop the municipality in many different areas, for example planning and building, environmental and health protection, land and development, water and sewage, waste, streets, and traffic. The Build Environment Operations unit is responsible for supervision, permitting, and information and consulting within environmental and health protection, food inspection, building permits, and housing adaptation subsidies. The unit is currently divided into two units as well as a lawyer and an administrative group that report directly to the Operations Manager. Today, just over 30 people work in the unit. The unit will be expanded to three units as of January 1, 2027. 1 position(s). JOB RESPONSIBILITIES Your task will be to manage and lead a unit consisting of 11 employees and together manage and further develop routines, processes, and working methods in the unit and in the operations. You have budget responsibility as well as personnel and work environment responsibility for the unit's employees. You are also responsible for quality assurance of deliverables and lawful application with good customer service. The unit consists of employees working in the 8+ fjords project as well as two environmental strategists and four coordinators. The unit is brand new and will be formed on January 1, 2027. As a manager, you will have the opportunity to build up the unit together with the employees and your management colleagues. As a manager and leader, you create conditions for the unit to perform its work in a professional manner. You provide support and guidance in case handling, both from a customer perspective and based on the legislation we work according to. You work to ensure that the unit, through its work, contributes to a good business climate where good dialogue with those we serve is essential. You also work for a good work environment by utilizing and encouraging employees' abilities, engagement, and creativity. You participate in the operations' management group and share responsibility there for the operations' development and collaboration both within the operations and with other operations within and outside the municipality. You attend Municipal Council meetings where you both present matters and provide support to case handlers in their presentations. QUALIFICATIONS We are looking for you who have a relevant university degree and who have experience working as a manager or in another leadership position that the employer considers equivalent, preferably in a politically governed organization. You have experience with development and/or change management. It is advantageous if you have experience from systematic operations development and project management, and we would like to see that you have experience in exercising authority. Your personal competencies are important for success in the role of unit manager, and therefore we see that you can effectively identify and analyze the core of a problem and suggest possible solutions. You see opportunities for change and create situations where new ideas and suggestions can be developed. You listen to other people in order to understand their needs and you work for cohesion in the work group and see failures as something to learn from and create space for dialogue. You are motivated by clearly defined goals and have the ability to translate these into concrete action. With a focus on the goal, you can reprioritize work when circumstances or needs change. You follow up, analyze, and report results and goal achievement. You can, through convincing arguments, bring enthusiasm and energy that encourage good performance, team spirit, and increased motivation. You stand by decisions made and can convey uncomfortable messages when needed. You possess good communication skills, are methodical and systematic, and have good knowledge of work environment work and work environment legislation. You have an interest in group development and want to help lead the operations in close collaboration with management colleagues and the management group.
