No.: 90000042982) announces a competition for the position of Systems Analyst The State Plant Protection Service ensures plant protection, seed circulation, and phytosanitary control functions in Latvia. The Service's operations are based on data, information systems, and inter-agency cooperation. Our information systems and e-services are an essential part of state administration infrastructure, ensuring supervision, control, and cooperation. To develop and maintain this environment with high quality, we invite a Systems Analyst to join the VAAD IT team who wants to work with meaningful systems, data, and processes, seeing the results of their work in daily operations—from resolving user inquiries to implementing new systems. What awaits you in this position: You will work in a professional IT team where analysis, system development, and daily operations are closely interconnected. The position provides a balance between analytical work, practical involvement, and collaboration with users and developers. Your main responsibilities will be: • Analyze user and industry needs, formulate requirements for information system improvements; • Prepare technical specifications and work tasks for system development and enhancement; • Collaborate with developers and service providers, participate in testing and implementation; • Engage in information system maintenance, ensuring their compatibility and data exchange; • Provide support to system users and help resolve daily technical issues in cooperation with the IT team and system developers; • Participate in the maintenance of GIS solutions and data flows and system integrations; • Maintain and improve system documentation. What we expect: • Higher education in information technology, mathematics, natural sciences, or related field; • Experience in information system analysis, development, or maintenance; • Ability to think structurally, analyze processes, and articulate requirements clearly; • Willingness to work with both systems and the people who use them; • Good knowledge of Latvian and understanding of English technical documentation; • Responsible attitude and ability to work in a team.
