of Head – Systems Analyst
in the Information and Communications Technology/Artificial Intelligence Development Department
of the Central Administration Office "Rēzekne Digital Center"
for an indefinite term
Position Objective:
Ensure the development of the municipality's information systems, coordinate data management, conduct process analysis, manage metadata, and research and apply AI solutions, while leading the department's professional work and ensuring high-quality systems analysis and data architecture development.
Key Position Responsibilities:
Lead the ICT/AI Department. Plan daily tasks for department employees and ensure technical and methodological support. Ensure unified methodological principles for IS development, data structure design, and AI project preparation. Coordinate data management and systems analysis processes;
Conduct systems analysis - identify and clarify the municipality's IT users' and structural units' needs, analyze business processes, model workflows, prepare functional and non-functional requirements for information systems, develop logical architecture and data architecture for systems, prepare technical requirements for programmers and other involved parties;
Ensure information systems development - improve the municipality's IS and coordinate requirement implementation, perform data quality analysis and logical link verification, ensure data structures, diagrams, and documentation are current;
Conduct data management and metadata management - develop and maintain centralized metadata catalogs, ensure data lifecycle processes (archiving, deletion, etc.);
Conduct AI development coordination - identify AI application opportunities in municipality processes (automation, analytics, forecasting), develop AI solution concepts and collaboration models, cooperate with AI associations, universities, and researchers.
Conduct process analysis and improvement.
Requirements for candidates for the Head – Systems Analyst position
in the Information and Communications Technology/Artificial Intelligence Development Department
of the Central Administration Office "Rēzekne Digital Center":
Higher education in systems analysis or a related field;
At least 2 years of experience in systems analysis, data management, or IS development;
Desired experience in business process analysis;
Experience in developing digital solutions;
Ability to prepare requirement specifications and system documentation. Ability to prepare and structure functional and non-functional requirements for information systems;
Ability to model processes (BPMN, UML, etc.);
Knowledge of SDLC and Agile.
Required competencies – strategic thinking and long-term planning; analytical thinking and ability to structure complex information, ability to effectively plan, organize, and manage department work, excellent communication skills and cooperation abilities, ability to justify technical solutions to non-technical audiences.
Salary - 2200 EUR (before tax payment).
