About the Work As Senior Project Manager/Local Strategy Specialist, you are responsible for driving and developing the municipality's work within facility management. The assignment encompasses both strategic and operational matters where you lead processes, projects, and investigations that ensure the municipality's facilities meet the needs of operations in a cost-effective, sustainable, and appropriate manner. You work to optimize the municipal group's use of facilities by analyzing needs, developing the facility management process, and coordinating long-term facility resource planning. About the Workplace You report directly to the Chief of Community Development and work in close collaboration with the Property Manager and relevant operations. Your team consists of various functions from different operations depending on the project. We offer an exciting mix of both operational and strategic work. Your Responsibilities In this role, you will, among other things: Lead and coordinate the municipality's facility management process. Be responsible for the implementation of major facility, investment, and development projects. Conduct needs analyses and preliminary studies together with operations. Prepare decision-making documents, investment calculations, and impact analyses. Plan, design, procure, and implement new construction, renovation, maintenance, sales, and demolition projects. Be responsible for project timelines, budgets, quality, and risk management. Coordinate and manage external consultants, contractors, and other suppliers. Develop methods and approaches within facility strategy and facility management. Monitor and analyze facility efficiency and identify areas for development and improvement. Prepare and present matters to the management group, committees, and other decision-making bodies. Contribute to the municipality's long-term work on sustainability, energy efficiency, and good resource management. Your Qualities You are a confident and experienced project manager with a strong ability to create structure, engagement, and collaboration in complex processes. You thrive in a role where you switch between strategic analyses and practical implementation. Are analytical and have the ability to see the bigger picture and balance operational, economic, and technical perspectives. Have good communication skills and express yourself well in Swedish in both speech and writing. Are organized, solution-oriented, and accustomed to handling multiple parallel processes simultaneously. Have a strong ability to present complex issues in a clear and pedagogical manner. Competence and Qualifications We are looking for someone who has: Higher education or university degree in community development, property economics, property management, building technology, project management, or other education/experience that the employer deems equivalent. Several years of documented experience leading major projects within the property, construction, or community development sector. Experience with procurement, contractor matters, and financial follow-up. Good knowledge of project management and budget and investment processes. Class B driver's license. It is meritorious if you have: Experience from municipal or other politically governed operations. Experience with facility management planning within the public sector. Knowledge of public procurement. Experience with change management and operations development. Experience with sustainability and energy efficiency projects. Duration/Working Hours Duration: Permanent, Full-time (100%). Start date by agreement.
