Department Mission
The Initial Support Business Area is responsible for the Swedish Public Employment Service's entry point for job seekers and employers. The mission is to provide the right support at the right time, contribute to shorter paths to employment or studies, and create good conditions for employers' skills supply. Through lawful and efficient case handling, the business area also helps prevent incorrect payments and strengthen trust in the authority.
The Development and Support Department is a new department in an intensive establishment and development phase. Our mission is to develop and manage the Swedish Public Employment Service's central processes, digital support, interventions, and procured services for job seekers and employers.
On October 1, a new organization will be established consisting of two units: Collect and Assess, and Evaluate, Plan and Match. Together, the units are responsible for developing and managing business processes, ways of working, and services throughout the initial part of job seekers' and employers' contact with the Swedish Public Employment Service.
Job Description
Each unit consists of three sections. As a section manager, you lead two teams with specialized expertise in different parts of the operation. Since the organization is under development, you will have a central role in establishing new ways of working, developing collaboration, and contributing to a shared culture.
You have operational, personnel, financial, and work environment responsibility for your section. Together with your employees and process leaders, you are responsible for developing the operation, ensuring right expertise, creating well-functioning teams, and reaching set goals. The role involves close collaboration with other managers, specialists, and employee representatives. You are part of the unit's management team and together with the unit manager and management colleagues, you share responsibility for the unit's and department's development.
In two of the six sections, the role of section manager is combined with a process leader assignment. This means that in addition to your management responsibility, you also lead and coordinate a process team and are responsible for developing a business process.

The position is a permanent full-time employment that may be initiated with a six-month probationary period. Placement location: Stockholm, Gothenburg, Malmö, or other places where the Swedish Public Employment Service has offices.

Basic Requirements for the Position
Current experience in management at a corresponding level with operational, personnel, and work environment responsibility for at least one year.
Or
Completed Swedish Public Employment Service preparatory management program.
And
University degree, 180 credits (120 points according to the previous system) with a focus on organization, systems science, economics, leadership, political science, or what can be considered equivalent education, alternatively equivalent knowledge acquired in other ways (which the employer deems equivalent).
Experience leading and developing teams, including planning and implementing initiatives for skills supply and employee development.
Experience developing ways of working, processes, or operations.
Experience working toward set goals and following up results.
Additional Merits for the Position
Understanding of process management and experience leading development at the interface between IT and operations.
Experience in service development at the interface between operations and IT.
Experience from the public sector and government authority.
Experience in remote management. Familiarity with leading, motivating, and developing employees and teams remotely or in a hybrid work environment.
