We are now looking for a section chief in preparedness for work at the central level in an exciting government agency with an important mission for Sweden. Unit for Security and Preparedness (ESB) The Unit for Security and Preparedness (ESB) is a centrally supportive and steering function with a broad mandate. The unit consists of 15 people responsible for, among other things, information security, security protection, physical security, and civil preparedness. ESB has a strong focus on supporting management, supervisors, and staff with strategies, guidelines, procedures, training, and advice. We now need a section chief for the newly created Preparedness Section. The position is a combined section chief and case handler role where you have personnel, budget, and operations responsibility while also working operatively in the preparedness area. The section is in strong development based on external factors and currently consists of five people with expertise in civil preparedness, central preparedness planning, work in preparedness sectors, coordination of exercise activities, conducting risk and vulnerability assessments (RSA), as well as maintaining TiB function and capacity for central crisis management. You report to the unit chief and may also present matters at various management levels. Work Responsibilities In your role as section chief with operational duties, you are responsible for preparedness work at the central level with a strong focus on coordination and creating conditions for operations to build capacity to manage the agency's tasks during peacetime crisis situations and heightened preparedness. An important task within the section is preparing appropriations for preparedness development and developing the supporting and decision-making processes that follow, which occurs in close cooperation with the Finance Department. Civil defense is in a period of extensive growth with significant emphasis on development and improvement work. Beyond collaboration with operations regarding preparedness, you will work closely with and receive support from other functions and departments/units with important missions that contribute to the agency's broad buildup of preparedness capacity, such as Finance, Personnel, Procurement, and Property. You will also represent the Swedish Maritime Administration in collaboration with other government agencies. Your areas of responsibility: - Lead, organize, and follow up on the section's work and deliverables. - Independently handle your own operational tasks, which may also include driving projects. - Ensure coordination and alignment of the agency's broad preparedness work. - For the preparedness area, ensure steering and support through management systems/documents. - Provide support and advice to the agency's management and various operations within the preparedness area. - Responsibility for central coordination of the Swedish Maritime Administration's preparedness coordinators. - Report and illustrate the status, progress, and priority needs of the preparedness area. As section chief for preparedness, you should also be able to substitute for the unit chief in central crisis management and in the steering group for the preparedness sector Transportation. Depending on your expertise, other tasks may be added. Who Are You? We are looking for you—a skilled case handler working in the preparedness area—who has: - academic education in crisis preparedness, total defense, social sciences, law, public administration, or other relevant education in this context. - at least 3 years of current experience with preparedness work through full-time employment at a state agency. - experience coordinating and driving strategic and operational work. - very good knowledge of Swedish and English in both speech and writing. - a valid driver's license (category B). It is advantageous if you have: - experience leading personnel, though you do not need to have had formal responsibility. - experience with allocation and follow-up of appropriations for preparedness development. - experience with collaboration and joint projects with the Swedish Armed Forces. - experience with crisis management and staff work as well as TiB operations. You are self-directed in planning and organizing your own and the section's work.
