In connection with a reorganization, a new department of HR and Security and Preparedness has been established with two units: HR and Security and Preparedness. The Security and Preparedness unit is responsible for Skånetrafiken's data protection, information security work, operational security work, civil defense efforts, crisis preparedness, and operational security protection. This also includes Skånetrafiken's operational on-call service. JOB DUTIES As a Security Specialist in Civil Defense and Civil Preparedness at Skånetrafiken, you are responsible for driving and developing operations within this subject area. This means analyzing operations, presenting proposals for measures and improvements, and following up on these. The assignment also involves developing and maintaining work procedures within the subject area. The work is conducted in close collaboration with the unit's security coordinator. You also work closely with security specialists in the same area at other operations within Region Scania. On behalf of the Security and Preparedness Unit Manager, you will work on developing overarching procedures and processes and integrating civil defense and civil preparedness matters into Skånetrafiken's overall work in this area. Furthermore, the role will involve establishing administrative procedures and regulations and serving as the primary handler for various other matters within the function. Work areas covered primarily include wartime personnel placements and staffing, preparedness plans, supply preparedness, and evacuation. Additionally, the role includes managing relevant legislation in this area. The position also includes, within this subject area: · supporting and assisting the coordinator and unit manager · participating in internal and external projects, activities, and meetings · coordinating, planning, and implementing information initiatives · planning certain external and internal visits · providing specialized expert knowledge and requirements · collaborating with other staff to develop and maintain governing documents · if needed, participating in investigations of incidents and taking appropriate measures · leading and/or participating in risk and vulnerability analyses · if needed, participating in active crisis management and preparedness work · conducting threat assessments for certain parts of operations and personnel · calling in and leading consultant support when needed · representing Skånetrafiken in coordination forums regarding preparedness with external authorities and organizations · serving as the department's contact person for preparedness matters · coordinating and administering matters and assignments · handling includes, among other things: - conducting training programs with associated training administration - administration of incoming matters - document registration and requests for documents - development of training materials - monitoring and administering function mailboxes. QUALIFICATIONS We welcome you who have higher education, or equivalent, with a focus on crisis preparedness, civil defense, or other education and experience we consider equivalent (such as political science, officer training, preparedness training). You have experience from work within total defense matters and have good knowledge of Swedish total defense and society's crisis preparedness. Good proficiency in Swedish, both spoken and written, is also a requirement for this position. Desirable competencies: - education in society's crisis preparedness - experience with risk and vulnerability analyses - experience with continuity management - good knowledge of current and upcoming legislation related to the area, such as the Act on Extraordinary Events and the Act on Municipalities' and Regions' Basic Preparedness for Crisis and War - experience in security work within public sector operations. You are structured and experienced in working with governance and regulations. Furthermore, you are communicative and pedagogical in dialogue with various stakeholders, independent in delivery, and collaborate well. You are analytical with a good ability to structure information. Additionally, you are results-oriented and driven.
