JOB RESPONSIBILITIES As Chief Security Officer, you are responsible for leading and developing the municipality's strategic work in the areas of security protection, civil defense, crisis preparedness, operational security and crime prevention. You are also responsible for coordinating and guiding the municipality's operations in matters related to these areas, by actively working to increase awareness in the organization. Your job responsibilities include: • In addition to working as Chief Security Officer, also holding responsibility as Security Protection Officer and Signal Protection Officer or Assistant Signal Protection Officer. • Ensuring the municipality's ability to maintain critical societal functions during peacetime crises and elevated alert levels. • Driving and coordinating work on risk and vulnerability analysis as well as continuity planning within the administration. • Ensuring that sufficient training and exercises of the municipality's crisis and war organization take place. • Responsibility for security protection analysis, security protection plans and implementation of security protection measures. • Coordinating operational security matters such as camera surveillance, physical security, personal security and fire protection, and ensuring that the municipality works systematically with these areas. • Responsibility for developing a situation assessment of crime in the municipality and developing and monitoring action plans to prevent crime. • Ensuring that developed governing documents in the area are kept current and implemented. • Collaborating with authorities, municipalities and other actors. • Conducting environmental monitoring and assessing what is relevant for the municipality. • Reporting situation assessments and completed activities. • The position includes responsibility for budget, personnel and work environment. QUALIFICATIONS We are looking for someone who has: • University education in a relevant field. • Documented experience in crisis preparedness planning, continuity management and operational work during societal disruptions, preferably in the public sector or municipal administration. • Good knowledge of the legislation governing crisis preparedness, civil defense, security protection and crime prevention work. • Class B driving license. Meritorious if you have: • Experience as a manager with personnel and budget responsibility and work with operational security, systematic fire safety work (SBA) or crime prevention work. • Experience of and understanding as well as knowledge of how it is to work in a politically governed organization. Personal Qualities • Ability to act strategically, lead others and build security awareness in the organization. • Good analytical ability. • Good communication and collaboration skills, as the role involves contact and cooperation with several other actors such as authorities, business sector, voluntary organizations among others. • You should have good administrative ability and an aptitude for creating structure and systematization in your work.
