Senior Specialist, Transport and Infrastructure Department Requirements for candidates: - Bachelor's degree or Level II professional higher education required, preferably in law, business and administration, engineering and technology, architecture and construction, civil and military defense, or social and human sciences; - Minimum 3 years of work experience in vehicle operation; - Knowledge of regulatory acts governing the job's responsibilities, including vehicle use, maintenance, and planning; - Knowledge of public procurement procedures; - Preferred experience in vehicle fleet management systems administration and technical specification preparation for vehicle procurement; - Proficiency with computer programs (MS Word, MS Excel, MS Power Point, email, and web browsers); - Category B driver's license. Key job responsibilities: - Ensure management and record-keeping of land vehicles; - Coordinate monitoring of technical condition of land vehicles, plan timely maintenance, control and manage warranty repairs for land vehicles; - Review and approve repair estimates submitted by territorial authorities, oversee outsourced services; - Coordinate land vehicle management and operation, provide recommendations for fleet management system improvements, participate in preparation of land vehicle operation support plan drafts; - Participate in public procurement commission work, prepare technical specifications for outsourced services related to vehicle procurement, monitor and ensure fulfillment of signed contracts; - Compile reports and prepare analysis on land vehicle operation and repair costs; - Coordinate land vehicle use, procure necessary insurance policies and operational materials; - Control and manage land vehicle registration and decommissioning with the Road Transport Authority, monitor mandatory tax payments; - Develop internal regulatory acts, administrative documents, guidelines, and other documentation related to land vehicle operation.
