Child Protection Center announces a competition for the ESF co-financed project "Professional Qualification Enhancement in Child Rights Protection Issues and Strengthening the Responsibility of Child Legal Representatives" Strategic Communications Division Head position at the Competencies Enhancement and Communications Department (in Riga, for the duration of project implementation until 31.12.2029) Position Purpose: To plan, organize, and control the division's work, ensuring quality implementation of EU-funded projects' communication activities carried out by the Center and other structural units, and fulfilling communication strategy-related tasks. Key Position Responsibilities: - Organize preparation, quality control, and submission of administrative, technical, and financial documents (including progress reports, payment requests, reports, etc.) necessary for Project implementation to relevant institutions, ensuring their compliance with the Project's objectives, expected results, planned activities, timeline, normative acts, guidelines and methodologies of the Leading Institution, Responsible Institution and other institutions, as well as conditions provided in the Agreement; - Supervise planning of procurements necessary for the Project's public information campaign implementation and development of procurement documentation, ensure participation in the Center's Procurement Commission regarding Project service provider attraction or goods procurement, organize contract conclusion with selected service providers and suppliers, and supervise the fulfillment of tasks delegated by service providers and suppliers engaged within the Project, ensuring compliance with Project requirements, demands of institutions involved in EU funds management, and undertaken contractual obligations, including verification of documents submitted by service providers, consultation with service providers on Project implementation-related matters, and organizing assessment visits when necessary; - Ensure synergy between the Project's public information campaigns and the Center's communication strategy with the Welfare Ministry and EU funds management institutions' functions; - Provide recommendations on necessary Project amendments, organizing inquiries on proposed amendments' development in accordance with the Project Implementation Agreement conditions; - Plan, coordinate, and supervise public information campaigns; - Analyze information published in media relating to matters within the Center's competence; - Prepare statements and express opinions on matters within the Center's competence for media and at the request of other natural and legal persons; - Manage crisis situation communication on matters within the Center's competence; - Coordinate cooperation among Center's structural units on public relations matters and information circulation to promote unified Center information flow; - Lead the Center's Communications Management Group; - Ensure Center's public image management and provide information on the Center's current issues; - Ensure development and implementation of the Center's Communication Strategy and Crisis Communication Plan. - In accordance with the Center's work plan, ensure development, coordinated implementation, and supervision of the Center's annual communication plan. Requirements for Candidates: - Academic or professional second-level higher education in communications, journalism, or public relations; - At least two years of work experience in communications, journalism, or public relations; - At least one year of experience in a management position; - At least one year of work experience in communication strategy and crisis communication plan development and implementation; - State language proficiency (education obtained in state language or state language proficiency corresponding to C1 level); - Good English language proficiency (at least B1 level, necessary for international communication and EU funds documentation use); - Understanding of state administration operations and relevant normative acts; - Knowledge of media environment in Latvia; - Skills in developing and managing public information campaigns; - Personnel management skills. We Offer: - Monthly salary from EUR 2,341.00 to EUR 2,390.00 (before tax payment) in accordance with the Cabinet of Ministers-established state and municipal institutions job catalog classification, considering salary groups corresponding to the position, as well as individual qualification, competency, and work performance level; - Supplements and social guarantees in accordance with state administration regulations; - Responsible and interesting work in child rights protection and guardianship court activities; - Professional knowledge, skills, and competency development; - Opportunity to contribute to improving normative acts in child protection field; - Opportunity to expand knowledge and gain practical experience in child protection field; - Flexible working hours and opportunity to work remotely; - Health insurance after probation period.
