The Police Authority is in an expansive phase with many newly hired police officers. The need for new police stations is great and facilities need to be adapted to meet operational needs. The Authority does not own any premises but instead rents approximately 1.5 million square meters of premises distributed across approximately 1,100 rental agreements at a rental cost of approximately 2.3 billion kronor. The Local Supply Unit consists of seven regional sections, with associated groups divided between administration and projects. There is also a group for nationally decided facility projects, organized directly under the unit manager. Furthermore, there is a national section responsible for development, with groups for governance and analysis, legal affairs and technical matters. In total, approximately 120 employees work within the unit. You will join project group Mid, which after recruitment is completed will consist of six project managers and a group manager. The property portfolio is varied, with older 1970s buildings as well as new and modern police stations. Our portfolio is unique with technology-intensive facilities and high security requirements. The group drives projects in Police Region Mid, which consists of Gävleborg County, Uppsala County and Värmland County. The main location is Uppsala, where this position is also based. There is an opportunity to work from home up to two days a week by special agreement. Job Description As a project manager, you drive large new, renovation and extension projects in the role of tenant representative. You lead projects from early stages through to the occupation of facilities by operations. Today's police station design features many specialized functions such as holding cells, shooting ranges and forensic facilities. One task as project manager is to plan for efficient and legally sound workflows both within the police station and outside it. The work includes investigating and anchoring future facility needs and facility design with core operations. As project manager, you participate in procurement of contracts and the implementation of construction contracts. You are responsible for compiling and quality assuring program specifications and room function programs. Finally, you are responsible for facility occupation in collaboration with operations. Your main work tasks include: Establish and monitor project budgets in collaboration with the controller Lead property projects (new construction, renovations and extensions) Establish and monitor project budgets in collaboration with the controller Present at steering committee meetings Participate in procurement of contracts Be driving in negotiations with internal and external parties Collaborate with property owners, consultants, municipalities, suppliers and internal specialist functions as well as police core operations Report to project owners Travel is part of the job, primarily within Region Mid but also nationally. Qualifications This is an opportunity for you who have: Relevant academic and/or vocational education in the field of real estate, construction and/or local supply More than five years of experience in project management and local supply Experience collaborating with landlords and contractors Good ability to express yourself in Swedish, both verbally and in writing Category B driving license, manual transmission Swedish citizenship It is a merit if you also have: Experience with procurement and implementation of complex contracts Experience with different types of contract forms such as turnkey and collaborative contracts Experience with public procurement law (LOU) procurements Good knowledge of contract law and project economics Experience with forecasting work and project monitoring Experience working with local supply from a tenant perspective Personal qualities: To thrive in the role of project manager within the Police Authority, we would like to see that you are driven and goal-oriented.
